1.Objet New(Additif)

Within the framework of the 2020 Public
Investment Budget, the Mayor of Idabato
Council on behalf of the Minister of Basic
Education hereby launches an Open National
Invitation to tender by emergency procedure
FOR THE CONSTRUCTION OF A BLOCK
OF TWO (02) CLASSROOMS AT G.S
JABANE I, IN IDABATO SUB DIVISION,
NDIAN DIVISION

2.Consistance des prestations New(Additif)

The works comprise the outcome of the prelirninary studies carried out and the detailed information provided in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is 20,000,000 FRS

4.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

5.Financement New(Additif)

Services which form the subject of this invitation to tender shall be funded by the

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Secretariat of the Mayor of Idabato Council as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the office of the secretariat of the mayor of Idabato council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 25.000 FCFA, payable at the Idabato council tresury.

8.Remises des offres New(Additif)

Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such, should reach the secretariat of the mayor Idabato council net later than03/09/2020 at 10  am and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is Three (03) months

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 400,000 CFAF and valid for thirty (30) days beyond the date of validity of bids

11.Recevabilité des Offres New(Additif)

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on theq_10? /2020 at j, am local time by the Internai Tenders Board of the Contracting Authority in the Conference Hall of the Idabato Council. Only bidders may attend or their duly accredited representatives with Power of Attorney

  1. i.      Main Eliminatory Criteria

A bid shall be rejected if:

It lacks the bid bond;

The technical score is less than the

minimum required;

It has any fake or forged document;

It lacks any quantified unit price;

It curies any false information.

It does not respect the model

The bidder has antecedents of

abandoned or uncompleted projects.

  1. ii.    . Main Qualification criteria The criteria for qualification of candidates should be on the following:

 

4 Access to credit or other financial sources (10 million francs at least)

Yes / No

v  References of similar jobs; Yes / No

v  Availability of material and essential

equipment                 Yes / No

  • Experience of supervisory staff

Yes / No

v  Methodology              Yes/No

  • Turnover as in business license above
    or equal to 10 million francs CFA;

v  Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shah entail rejection of the bid.

14.Attribution New(Additif)

The Contract shah be awarded to the contractor fulfilling the technical and financial conditions.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
