The Contracting Authority hereby launches an open national invitation to tender for the subscription of insurance policy for the fiscal year 2016.

The services of this contract consist of insurance policy named "social security benefit".

The content of these services is detailed in the Terms of Reference (ToR) of this Tender file.

Participation in this invitation tender is open to insurance companies operating under Cameroonian law, and located in Cameroon. They must comply with laws implemented in member states of the Inter-African Conference on  Insurance Markets (CIMA).

The services under this tender shall be financed the budget EDC of 2016 financial year.

The tender file may be consulted during working hours upon publication of this tender notice at Courier Office - EDC, located in the hibiscus building 4th floors door 412 as soon as the publication of this notice.

The tender file may be obtained upon publication of this tender notice from the Contracting Authority, at "service courier" EDC headquarters, located HIBISCUS building, 4th floor Yaoundé. The file shall be obtained upon presentation of a receipt testifying the payment of a non-refundable sum of CFA Francs 100 000 as tender file purchase fee payable to account N° 335988 known as "compte special CAS-ARMP" at any BICEC agency.

A copy of the receipt shah be submitted at the venue of withdrawal of the tender file.

Each bid drafted in English or French in six (06) copies, that is, one (01) original and five (05) duplicates labeled as such, should be submitted not later than 24 JAN 2017  at 12 heures local time, and shall be labeled as follows:

Under risk of rejection, each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Minister of Finances featuring on the list in document N° 10 of the tender file and valid for thirty (30) days beyond the original date of the validity of the offers. The bond shall be fixed at 1 800 000 FCFA.

The other required administrative documents must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender. They must not be older than three (3) months preceding the original date of submission of bids or must not have been established alter the signing of the tender notice.

Any offer in compliance with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non-respect of model documents of the tender file will lead to the rejection of the bid.

Bids will be opened in two phases.

The opening of administrative documents and technical bid shah take place on 24 jan 2017 at 13 heures by the Tenders Board of the EDC headquarters, meeting room 5th floor

The opening financial offers shah take place at the end of technical evaluation and shah concern only bidders who must have obtained the minimum score 801100 of points.

Only bidders or their representatives duly authorized and with a sound knowledge of the file shah attend that opening session.

11.1 Eliminatory criteria

- False declarations, substituted or forged administrative documents ;

- Absence or non conformity of bid bond ;

- Absence of the approval CIMA ;

- Absence of the approval of MINFI;

- Technical score less than 80 out of 100 points ;

- Bid submitted by Broker ;

- Presence of financial information in the technical bid.

11.2 Essential criteria

The technical bids will be evaluated over one hundred (100) marks according to the following criteria:

Evaluation criteria and essential sub criteria are detailed in the Special Tender Regulations (RPAO).

The insurer shall be chosen following the best bidder's method.

Bidders shall remain engaged by their bid for ninety (90) days with effect from their submission deadline.
