Within the framework of acquisition of heavy equipment for his municipality, the City Mayor of the Bamenda City Council hereby launches an Open National Invitation to tender for the above mentioned equipment.

The services of the present contract include: the purchase of the equipment, transportation, handling and, delivery to the Bamenda City Council.

The estimated cost after preliminary findinp stands at one hundred and sixty-six million nine hundred and fifty thousand (166,950,000) Francs CFA all taxes inclusive.

Participation in this Invitation to tender is opened to all national companies/suppliers specialized in civil engineering equipment supply.

The supplies subject of this invitation to tender shall be financed by the Investment Budget of the Bamenda City Council for 2020 financial year, head 222 100.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in five (05) copies including the original and four (04) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes: (envelope A: Administrative file, envelope B: Technical file, envelope C: Financial file). The
sealed pack shall bear no information on the enterprise, and should reach Bamenda City Council on or before the 23/09/2020 not later than 12.00 noon and should cany the inscription:

OPEN NATIONAL INVITATION TO TENDER N°005/ONIT/BCCITB/2020 OF 26/08/2020 FOR THE SUPPLY OF A FRONT-END WHEEL LOADER TO THE BAMENDA CITY COUNCIL UNDER "EMERGENCY PROCEDURE"

The maximum duration of execution provided for by the Contracting Authority shall be two (02) calendar months, as from the date of notification ofthe contractor by the contract manager for the services.

Each bidder must include in his/her administrative documents, abid bond that respects the models of this tender file, issued by an approved bank or an Insurance company, (see list in document No. 12 of this tender file), of an amount of three three hundred and thirty-nine thousand (3,339,000) Francs CFA, valid for ninety (90) days as from the date of validity of the offers Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required performance guarantee for good execution is provided.

For fear ofbeing rejected, only originals or true copies certified by the issuing service oradministrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (03) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The opening of the bids in one phase shall be done on the 23/09/2020, at 1.00 pm prompt in the Conference Hall of the Bamenda City Council by the Internal Tenders Board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity.

The evaluation of bids shall be carried out in three stages:
1st Stage: verification ofthe conformity ofeach administrative document;
2nd Stage: Evaluation technical bids;
3rd Stage: Analyses of Financial bids.
The criteria of evaluation shall be as follows:

1-Eliminatory criteria
False declaration or falsified documents;
Absence or insufficient bid bond in periods and amounts;
- Omission ofa quantified task onthe bill of quantities and cost estimates
2. Main Qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following:

The non respect ofthree criteria shall lead to the rejection ofthe offer.

The contract shall beawarded to the bidder whose bid is in confonnity to the dispositions ofthe tender file and onthe basis ot the lowest bid and technical quality, confer article 99 of the public contracts code.

The bidders'shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
