“TO BE OPENED ONLY DURING THE TENDER REVIEW SESSION”
Supplies will be delivered at Yaoundé opposite Immeuble T. BELLA.The maximum deadline for supply given is 15 days.
Each bidder must include in his administrative file, a provisional guarantee with a validity period of thirty (30) days beyond the original date of validity of bids of One million and Three hundred Thousands (1 300 000) CFA francs. This provisional guarantee will be issued by a well-established bank, licensed by the Minister in charge.
On penalty of dismissal, the other administrative document required should be imperatively produced originals or certified copies by the originating service or an administrative authority (prefect, sub-prefect…), in accordance with the provisions of the specific regulations of the tender. They must obligatorily date less than three (03) months preceding the date of submission of tenders or have been established subsequent to the date of signature of the notice of the call for tender.
Any offer not in compliance with the requirements of this notice and the record of tender will be declared inadmissible, including the absence of the bid bond issued by a first class Bank approved by the Ministry of finance or an approved insurance company will result in rejected outright the offer with no recourse.
The opening of the bids will be in two stages by the internal Tender’s Board of SIC:
• The opening of administrative documents and technical bids will take place at_1pm: 00 (local time) in the Conference Room of the headquarters building. Only bidders can attend this opening session or be represented by a duly authorized person of their choice and with a perfect knowledge of the file.
• The opening of the financial bids will be made at a later date, after analysis of the administrative and technical bids. Only offers of bidders with a score greater than or equal to 75/100 points will be eligible for financial analysis.
A. Eliminatory criteria
1. Absence of the bid bond;
2. Absence of a document from the administrative file at the end of the forty-eight (48) hour period granted by the Internal Procurement Commission;
3. Non-compliance of a document in the administrative file;
4. Misrepresentation, false document, falsified or non-authentic document;
5. Omission in the price schedule of a quantified unit price;
6. Absence of the authorization and the prospectuses accompanied by the manufacturer's or authorized dealer's technical data sheets for the equipment or computer equipment;
7. Failure to meet any essential criterion (s) (n greater than or equal to one (1))
8. Presence of information on the financial offer in the administrative file or in the technical file
9. Technical note strictly less than eighteen (18) YES out of the twenty-five (25)
B. Essential criteria
The bids shall be evaluated based on the following criteria:
1. General presentation of the tender (three (3) YES);
2. Conformity of the equipment to the technical specifications of the TOR (fourteen (14) YES);
3. References in the supply of equipment and hardware for the years 2013, 2014 and 2015 (three (3) YES);
4. Turnover for the years 2013, 2014 and 2015 (three (3) YES)
5. Warranty on after-sales service (one (1) YES);
6. Delivery time (one (1) YES);
To be selected for financial evaluation Bidders shall have to meet all the eliminatory criteria and at least 80% of the essential criteria.
PRESENTATION OF THE SUBMISSION FILE
Tenderers will submit their tenders in an outer envelope containing the following envelopes: Envelope A "Administrative Offer", Envelope B "Technical Offer" Envelope C "Financial Offer"
The contract will be awarded to the insurer filling administrative and technical capacities required and submitting the financial bid assessed the lowest bidder.
Bidders shall remain committed to their bids for ninety (90) days from the deadline set for the submission of bids.
