Within the framework of the FEICOM Budget 2016, the MAYOR OF. KUMBA II, Contracting Authority, hereby launches an Open National Invitation to Tender

(BY THE EMERGENCY PROCEDURE) on behalf of the Minister of Public Works FOR THE
CONSTRUCTION OF SOME BLOCKS OF STORES AT THE KOSALA MARKET IN KUMBA

II COUNCIL

LOT 01: THE CONSTRUCTION OF 02 (TWO) BLOCKS OF 10 (TEN) STORES EACH AT THE KOSALA MARKET IN KUMBA II COUNCIL LOT 02: THE CONSTRUCTION OF 02 (TWO) BLOCKS OF 10 (TEN) STORES EACH AT THE KOSALA MARKET IN KUMBA 11 COUNCIL LOT 03: TIIE CONSTRUCTION OF 02 (TWO) BLOCKS OF 10 (TEN) STORES EACH AT THE KOSALA MARKET IN KUMBA II COUNCIL LOT 04: THE CONSTRUCTION OF 02 (TWO) BLOCKS OF 10 (TEN) STORES EACH AT THE KOSALA MARKET IN KUMBA II COUNCIL LOT 05: TI IE CONSTRUCTION OF 02 (TWO) BLOCKS OF 10 (TEN) STORES EACH AT THE KOSALA MARKET IN KUMBA II COUNCIL

The works comprise the following:

Preparatory works,

Earth works,

Foundation works,

Masonry/ elevation works

Carpentry, roofing and ceiling works, Metallic and wood works,

-    Electricity works,

Painting works,

-      External drainage works(VRD),

The estimated cost of the operations following prior studies stands at forty million five hundred thousand francs CFA, (40.500.000CFA) for each of the lot

The tender is open to duly legalized Cameroonian enterprises that fu]fil the requirements of this invitation to tender

Works of this invitation to tender shall be financed by FEICOM Budget of the 2016 financial year.

The complete tender in English and French file may be obtained from the Secretariat of the Mayor's office of Kumba II council upon presentation of a Municipal Treasury receipt attesting to the payment of a non-refundable sum of Thirty Five Thousand (35 000) FCFA. For each lot

Each bid drafted in English or French in seven (07) copies including one (01) original and six

(06) copies marked as such, should reach the Secretariat of the Mayor of Kumba II Council, against a receipt not later than 01 /12 /2013^-at I 0:00am, local time in three (03) distinct envelopes which shall be labelled as follows:

Envelope A: administrative documents;

Envelope B: technical offer;

Envelope C: financial offer.

These three (03) envelopes will be put in a fourth one which shah be labelled imperatively as

approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: Eight Hundred and Ten Thousand (810 000) FCFA with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shah not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal.

FOR THE CONSTRUCTION OF SOME BLOCKS OF STORES AT THE KOSALA MARKET
IN KUMBA II COUNCII,

The bids shall be opened in a single phases, on the 09/01/2017 at 11:00 local time by the
Tenders Board of the Contracting Authority in kumba II conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney), and will be evaluated by the sub commission on a later date

Any bid not meeting with the requirements of the Tender File will be declared inadmissible. The

eliminatory criteria are identified as follows:

• Forged documents in the Tender Files;
• History of bad execution of similar works or on-going legal suit with Government;
• ·:. Lack of any Administrative Document or false Administrative Document.
• ·:. Absence of attestation of site visit signed by the contractor
• Non respect of models of Tender file;

•   Knowledge of on-going execution of more than two (02) other jobs.

• Lack of an attestation of non-exclusion from ARMP
• Unjustified Unit Price sub details

12. MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The non-respect of three (03) criteria out of seven (07) shall cause the elimination of the bid.

The contract shall be awarded to the bidder with the lowest realistic financial offer having thetechnical and administrative files which are in conformity with the tender documen_t/file.\

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
