The Mayor of Jakiri Council, (Contracting Authority), launches, an Open national invitation to tender by emergencyprocedure, for the Rehabilitation of Jakiri-Lip-Mbokam road, Jakiri sub Division, Bui Division, North West Region.
The works consists of;
- Site installation
- Execution project;
- Preliminary work;
- General earthworks;
- Foundation works, abutments, beams, decks, banks
27,770,000 (Twenty seven million, seven hundred and seventy Thousand) CFA Francs.
This work is subjectto a single lot.
Participation In this invitation to tender is open to Cameroonian enterprises that are in compliance with thefiscal laws and having a good experience in the domain concerned.
The works to this invitation to tender will be financed by the MINTP Budget (BIP 2020), lor a budgetary provision of 27,770,000 (Twenty seven million, seven hundred and seventy Thousand) CFA Francs.

The file-may be obtained at the JAKIRI Council, at the Service for award of Contracts, Telephone No 67797728 soon as this notice is published against payment of a non- refundable sum of (46 500) Forty six thousand five hundred CFA francs, payable at the JAKIRI Council Treasury representing the cost of purchasing the tender file.
The documents constituting the Offer will be divided into three volumes below, placed in a simple envelope including:
Envelope A containing the administrative documents (volume 1)
Envelope B containing the Technical Offer (volume 2)
Envelope c containing the Financial Offer (volume 3)
All the constituent parts of the Offers (Envelopes A, Band C), will be placed in a large sealed outer envelope bearing
only the mention of the Invitation to Tender in question.
The different parts of each Offer will be numbered in the order of the CAD and separated by dividers of identical color.
Each offer drafted in English or French in 07 (Seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the JAKIRI Council at the Service for award of Contracts, not later than 16/09/2020 at 11.00 am local time. It should be labelled as follows

N.B: Offers received after the time or date indicated above will be Inadmissible. The period of validity of the offers is ninety (90) daysfrom the deadline set for their submission.
The maximum execution time for the work is set at Four (04) Months.
Each tenderer must attach to his administrative documents, a provisional bond issued by a first class banking establishment approved by the Ministry in charge of Finance, the amount of which is fixed at Six Hundred and Twenty Five Thousand one Hundred (625,100) FCFA.
When withdrawing the file, tenderers must register by leaving their full address (BP, FAX, telex, Telephone).
Under penalty of rejection, the provisional security must be produced in original not more than three (03) months old.
The provisional security will be released no later than thirty (30) days after the period of validity of tenders for unsuccessful tenderers. For the tenderer awarded the contract, the provisional security will be released afterconstitution of the final bond.
Under penalty of being rejected, only originals or true copies certified by the issuing service must imperatively be produced In accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.
This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister incharge of Finance

Evaluation of tenders
The evaluation of the offers will be done at the triple administrative, technical and financial level. This is according to
the elementary, essential and binary system (Yes / No).
Specific Eliminatory Criteria
a) Incomplete administrative file for absence of one of the required documents;
b) Incomplete technical offer for absence:
b1) of the site visit certificate signed on the honor by the tenderer;
b2) the Methodological Note (organization, planning and understanding of the project);
b3) a Works Supervisor, Civil Engineer registered with the ONIGC, having minimum BAG + 3 and five (05) years of experience, and having been works supervisor in at least two (02) similar works projects;
b4) of the Certificate of registration to the National Order of Civil Engineers (ONIGC) for the Supervisor and any Civil
Engineer proposed as managerial staff.
c) False declaration or falsified document;
c1 Submission of justified documents of Sub detail of Unit price
d) No justification for owning or renting the following minimum equipment:
-01 tip per truck;
-01 loader shovel;
- 01 backhoe loader
- 01 manual compactor;
e) Omission in the financial offer of a quantified unit price;
f) Not having satisfied at least21 elements of the essential criteria;
g) Non-conforming offers for absence of one of the following documents:
g1) B1: References of similar works;
g2)82: List of equipment:
g3)83: List of personnel;
g4) 84; Technical proposals and execution schedule;

The technical offer will be evaluated according tothe following rating grid:

Technical qualification
Failure to meet up any of the six (06) of these essential criteria will results in the elimination of the offer. Each criterion
will be validated after satisfactorily meeting up.
The Contracting Authority will award the Contract to the Tenderer whose offer has been recognized as substantially complying with the Tender Documents and who has the technical and financial capacity required to perform the Contract satisfactorily and whose offer was evaluated the lowest bid
