Within the framework of conservation of samples originating from petroleum wells, the Executive General Manager of the National Hydrocarbons Corporation (SNH), hereby launches, in emergency procedure, an Open National Invitation to Tender for the completion of plumbing and air conditioning works as part of construction of the storage centre of samples originating from oil wells at Mbanga Bakoko-DOUALA
Works under this invitation to tender shall consist in the completion of plumbing and electricity works at the storage centre of samples originating from oil wells at Mbanga Bakoko-DOUALA.

The works under this Invitation to Tender are related to the completion of the following works at the storage centre of samples originating from oui wells at Mbanga Bakoko-DOUALA: plumbing - sanitation, fire protection, air conditioning and VRV plumbing.
Actually, a large extent of the plumbing and air conditioning works have been completed and are described in written documents. The works under this invitation to tender will be performed on existing structures of which the following works have been completed and accepted:
Participation in this Invitation to Tender is open to Cameroon-based public works enterprises or groups of enterprises.
The services under this invitation to tender will be funded by the National Hydrocarbons Corporation's Budget for the 2016 Fiscal Year.
The estimated cost is 100 000 000 CFAF.
The Tender File may be consulted during working hours, upon publication of this notice, at the Secretariat of the Internai Tenders Board of SNH, located in its head office in Yaoundé. It may be obtained upon presentation of the payment receipt of a non-refundable sum of one hundred thousand (100 000) CFA Francs, to account n° 335 988 on behalf of "Compte Spécial CAS ARMP", opened with one of the following branches of "Banque Internationale du Cameroun pour l'Épargne et le Crédit" (BICEC): Yaoundé-Central Branch, Douala-Bonanjo, Buea, Ebolowa, Dschang, Ngaoundéré, Maroua, Limbe, Bafoussam, Bamenda, Garoua and Bertoua.

The time limit set by the Project Owner for the execution of the works under this Invitation to Tender is five (O5) months.
Each bidder must include in their administrative documents, a bid bond of two million (2 000 000) CFA Francs, issued by a 1st class bank or financial institution empowered to issue bid bonds within the framework of public contracts.
The validity period of the bid bond is one hundred and twenty (120) days as from the dateline for the submission of bids.
Under penalty of being rejected, the required administrative documents must be submitted in original copies and copies certified as true by the issuing services or competent administrative authorities.
They must be dated less than three (03) months prior to the dateline for the submission of bids.
Any bid not in compliance with prescriptions of this Notice and Tender File shah be declared inadmissible, notably failure to produce a bid bond or to comply with the model documents of the Tender File.
The bids shall be opened in one phase.
The administrative, technical and financial bids shall be opened on January 16th, 2017, at 2.00 pm local time, by the Internai Tenders Board of the National Hydrocarbons Corporation. Only bidders or their duly empowered representatives with perfect knowledge of the bid they stand for may attend the opening session.
The evaluation of financial bids shall take place following the analysiS of technical bids, only for bids that have not been eliminated and have complied beforehand with at least nine (09) of the twelve (12) sub-criteria of the essential criteria mentioned in the Specific Regulations of the Invitation to Tender.
The bids will be evaluated on the basis of the following criteria:

The contract will be awarded te the bidder with the lowest bid and the required technical and administrative capacities.
The bidders shall remain committed by their bids for ninety (90) days, with effect from the deadline for their submission.
