Each offer written in French or in English, composed of six (6) copies including one (1) original and five (5) copies marked as such, must be delivered at secretary of the financial director of the Centre Pasteur du Cameroun, located at the address mentioned in the Article 5 before January 20, 2017 at 2.00 p.m and labelled:

Each bidders should adjoin to his/her administrative documents, a bid bond (according to the model enclosed in the appendix), valid for one hundred twenty (120) days from the opening of the tenders, issued by a first rate-bank approved by the Ministry of Finances, of an amount of CFA Francs 800 000.
Subject to be rejected, the administrative documents required must imperatively be produced in original or in true copies certified by the issuing service, in accordance with the Special Conditions of the invitation to tender. This document must not be older than three (3) month preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any non-complying bid to the prescriptions of this notice and the tender file shall be declared inadmissible. The absence of a bid bond issued by a first-rate bank approved by the Ministry of Finances or the COBAC, or the non-respect of the models of the tender files documents shall lead to the rejection of the offer.
There shall be opened in one phase. The opening of the administrative files, the technical and financial offers will be held on 20/01/2017 at 3.00 p.m. by the Contract Award Board of the Centre Pasteur du Cameroun.
Only the bidders can attend or have one representative of their choice to attend the opening session. This representative shall be appointed and have a perfect knowledge of the file.
a) Incomplete administrative file or noncompliant administrative documents;
b) Incomplete technical file;
c) Incomplete financial file;
d) Omission of a unit quantified price in the schedule price
e) False statement or falsified document
The evaluation of technical bids shall be carried out according to the binary system (yes/no) on the basis of the following essential criteria:
a) Experience;
b) Sales revenue of the five last fiscal years;
c) Materials;
d) Manager staff
e) Presentation of the co-contractor
f) Methodological note, visit of the site and timetable of the project
g) Presentation of the bid
Only bids that shall have obtained at least 38 YES out of 53 criteria, will be submitted to the financial analysis
The Owner will award the contract to the bidder whose offer is considered as the lower price judged in compliance with the Tender File.
Bidders shall remain committed to their offer for ninety (90) days from the deadline set for the submission of tender.
