In connection with the municipal housing construction program aimed at Improving the living conditions of the populations, the Mayor of NDOP council hereby launches, on behalf of NDOP Council, an Open National Invitation to Tender for the construction of thirty-six (36) housing units 24 T2 and 12T3.

 Works shall include :
o Preliminary works —work plan ;
o Earthworks ;
o Foundations ;
o Masonry works ;
o Framework - roofing - waterproofing ;
o Woodwork, metal and aluminium joinery;
o Electricity / telephone / TV ;
O Painting ;
o Hard coating ;
o Sanitary pmumbing ;
o External works (VRD) —sanitation.
The buildings should be R+1 for one bedroom (T2) and R+2 for the two bedrooms (T3).

The cost of this contract is estimated at CFAF five hundred and ninety-four million, three hundred and thirty nine thousands six hundred and twenty three (594,339,623) ATI.

Works are considered a single lot.

Participation is open on equal terms to all enterprises subject to Cameroonian Law and fulfilling the conditions stated in the Special Regulations governing the Invitation to Tender (RPAO).

The works which are the purpose of this Invitation to Tender shall be financed by the Budget of the Municipal Housing Construction Program (PCCM), 2020 and 2021 Financial-Years.

Upon publication of this Notice, the Tender File may be consulted, during working hours, at the Partnership Projects and Programs Department (DPPP), located at FEICOM's Head Office, in Yaounde (Mimboman).

The Tender File shall be obtained against presentation of the original copy of a receipt attesting to payment of a non-refundable sum of CFAF three hundred thousand (300,000) to "CAS-ARMP" in BICEC Branches.

" Each bid, drafted in English or French, in seven (07) copies, including one (01) orlginl a! and six (06) copies labelled as such, all sealed, shall  be.deposited at the Partnership Projects and Programs Department (DPPP), latest 14/11/2020 1 p.m. local time, and shall be labelled as follows:

The maximum duration set by the Project Owner fpr execution of works which are the purpose of this Invitation to Tender is twelve (12) months, with effect from the date of notification of the Instruction to perform the contract.

Each bidder shall attach to his administrative documents, a bid bond amounting to CFA F eleven million (11,000,000), issued by a first-ranked bank or insurance company approved by the Ministry of Finance, the list of which is provided for in document 12 of the Tender File, valid for a period of four (04) months.

The other administrative documents required must be produced in original or copies certified true by the issuing service or a competent administrative authority (Senior Divisional Officers, Divisional Officers,) in accordance with the provisions of the Special Regulations governing the Invitation to Tender. Besides, they must be dated less than three (3) months preceding the initial deadline for submission of bids or be issued after the date of signature of the notice of Invitation to Tender, or else, they shall be rejected.

Any bid which does not comply with the requirements of the Tender File shall be declared Inadmissible. Notably the absence of the bid bond issued by a first-ranked bank or insurance company approved by the Ministry in charge of Finance, the list of which is found in document 12 of the Tender File, will lead to the rejection of the offer.

Bids shall be opened in two (02) stages. Administrative, technical and financial bids shall be opened by the Internal Tenders Board of the Municipal Housing Construction Program (PCCM), on 09/11/2020  at 2 p.m. prompt, at FEICOM's Head Office In Yaounde (Mimboman).
Only bidders or a duly authorized representative of their choice may attend the bids opening session.

> Evaluation criteria
a. Eliminatory criteria Eliminatory criteria are minimum conditions required for admission for evaluation based on
essential criteria. Failure to meet these conditions shall lead to the rejection of the offer of the bidder.
The said conditions include:
• Absence or non-compliance of a document of the administrative file beyond 48 hours
following opening of bids;
• False statement or forged document;
• Absence of bid bond ;
• Incomplete financial bid (absence of unit price list, of a unit price, of estimate of cost and
quantities);
• Absence of an attestation of financial capacity through which the bank attests that the
bidder has liquid assets or a credit line amounting to at least CFA F one hundred and fifty
million (150,000,000);
• Incomplete technical offer ;
• Offer drafted in the two official languages;
• Technical score below the minimum level required (70%).
b. Essential criteria
Evaluation of technical offers shall use a binary (yes/no) method based on evaluation points which
take into account the following essential criteria:
• General presentation of the bid (4 criteria);
• Experience of personnel of the enterprise (44 criteria);
• Availability of essential material and equipment (13 criteria);
• Technical proposal and work plan (5 criteria);
• References of the enterprise (7 criteria);
Only bidders who score seventy percent (70%) shall be qualified for further proceedings and shall have their financial offers analyzed.
NB: The evaluation form is enclosed with the Tender File (DAG).

The contract shall be awarded to the bidder with the required technical and administrative capacities and whose offer is considered the lowest following possible corrections.

Bidders shall remain committed to their bids for ninety (90) days with effect from the deadline set out for the submission of bids.
