The Mayor of NDOP hereby launches an Open National Invitation to Tender No. 025/AONO/FEICO/VI/CIPM-PCCM/2020 of 07/1 0/2020 for the recruitment of an Engineering Firm to control and monitor the construction works of a thirty-six (36) dwelling unit municipal housing
estate in NDOP.

The services which are the purpose of this Invitation to Tender include the following missions:
4) Mission 1 DET: Supervision of the execution of contracts relating to works (DET) ;
5) Mission 2 OCR: Checking compliance of works (CCR) ;
6) Mission 3 AOR: Assistance in acceptance operations (AOR).

The cost of the said services is estimated at CFA F thirty-five million six hundred sixty-six (35,660 000) ATI.

The services which are the purpose of this contract are considered a single lot.

Participation in this Invitation to Tender is open to Engineering Firms having the required qualifications for the control and monitoring of the construction work of a thirty- six (36) dwelling unit municipal housing estate in NDOP.

The services which are the purpose of this Invitation to Tender shall be financed by the Budget of the Municipal Housing Construction Programme (PCCM), 2020 and 2021 Financial Years.

Upon publication of this Notice, the Tender File may be consulted, during working hours, at the Partnership Projects and Programmes Department (DPPP), located at the fourth floor of FElCOM's
Head Office, in Yaounde (Mimboman).

The Tender File shall be obtained against presentation of the original copy of a receipt attesting to payment of a non-refundable sum of CFAF fifty thousand (50,000) to "CAS-ARMP" in BICEC Branches.

Upon withdrawal of the Tender File (DAO); bidders shall be registered and indicate their full address {P. O. Box, Fax, Telephone, etc.).

The maximum time-frame set by the Project Owner for this Invitation to Tender is thirteen (13) months, as from the date of notification of the instruction to perform the contract.

Each bidder shall attach to his administrative documents, a bid bond amounting to CFA F seven hundred thousand (700,000), issued by a first-ranked bank approved by the Ministry of Finance, the
list of which is provided for in document 11 of the Tender File, valid for a period of three (03) month beyond the deadline for validity of bids.

The other administrative documents required must be produced in original or copies certified true by the issuing service or an administrative authority, in accordance with the Special Regulations
governing the Invitation to Tender. They shall be dated less than three (3) months after the date of signature of the notice of Invitation to Tender, or else, they shall be rejected.
Any bid which does not comply with the requirements of the Tender File will be declared
inadmissible. Notably the absence of the bid bond issued by a first-ranked bank approved by the Ministry in charge of Finance or the non-respect of the model documents of the Tender File, will lead
to the rejection of the offer.

> Bids shall be opened in two (02) stages by PCCM's Internal Tenders Board, on 10/2020 at 2 p.m. prompt, in the meeting room of the Partnership Projects and Programmes Department (DPPP), at FEICOM's Head Office in Yaounde.

c. Stage one :
Opening of administrative and technical bids shall take place In the presence of bidders or their duly authorized representatives.

d.Stage two :
Following the analysis of administrative and technical bids, financial bids shall be opened under the same conditions, at a later date which shall be communicated to bidders who have met the legal capacity required and scored at least seventy points on one hundred (70/100) for technical capacity.
Only one representative per bidder may attend this session.

Evaluation criteria

 Eliminatory criteria
• Absence or non-compiiance of a document of the administrative file beyond the 48 hours
provided for by the Tenders Board ;
• Absence of bid bond ;
• False statements or forged documents (The Internal Tenders Board and the Contracting Authority reserve the right to authenticate any doubtful document) ;
• Absence of the technical bid of a component dubbed (( execution methodology, organization and schedule of services)) ;
• Failure to meet at least 70 % of essential criteria ;
• Absence of a quantified unit price in the financial bid;
• Incomplete financial bid.

 Essential criteria
Technical bids shall be assessed based on the following essential criteria:

"> Process of selection of the contractor
The contractor shall be selected based on cost —qualify ratio (lowest bid) in accordance with the procedures highlighted in the Tender File (DAO).
The final overall score (Ng) shall be calculated by adding up the weighted technical score and the financial score using the following formula:
Ng = 70 X Technical Score (Ts) + 30 x Financial Score (Fs)
100 The financial score (Fs) shall be determined as follows:
Let's consider that Fm is the amount of the lowest bid, its financial offer shall be equal to 100 points. The scores of other bidders shall be calculated based on the financial offer of the best bid
determined based on the following formula:
Fs = 1 00 X Fm F
Fm = the amount of the lowest bid
F = the amount of the bid considered The bidder with the highest final score shall be declared successful bidder.

The contract shall be awarded to the bidder who submits the bid considered as the lowest and found compliant with the Tender File. That is the bidder that obtains the highest final score, calculated as highlighted above, who shall be declared successful bidder and invited to the negotiations for signing of the contract.

Bidders shall remain committed to their bids for ninety (90) days with effect from the deadline set out for the submission of bids.
