The General Director of Centre Pasteur of Cameroon launches in emergency procedure, a tender for the construction of laboratories at the Centre Pasteur of Yaounde

The construction work requested in this Tender invitation are grouped into states entity and among them:

 Civil engineering

• Installation of the construction facilities
• Earthwork
• Structural work
• Roofing and sealing
• Landscaping
• Joineries
• Ceilings and false ceilings
• Coating
• Paintings and varnish

 Secondary States entity

• Sanitary plumbing, fire protection
• Air conditioning, ventilation, smoke extraction
• High voltage
• Low voltage, fire detection

The services presented in this invitation to tender will represent only one (1) lot.

Shall participate to this Tender invitation, under the same exact conditions, all the companies or consortium of companies, excepted:

• Any companies related to the company hired as the owner of the project
• Any companies sentenced by the application of the article 102 of the Code des Marchés, after the execution of a project
• Any companies that don’t have legal nor financial autonomy, that are not administrated in conformity to the business law

The services to be provided in this invitation to tender shall be financed by the budget line of the year 2017 of the Budget of the Centre Pasteur du Cameroun.

The files may be obtained during the working hours at the above mentioned Service in charge of the contracts, against payment of the non-refundable sum of 100 000.CFA to the special purpose account (CAS)/ARMP. Estimated cost of works 262 000 000 (two hundred and sixty two million) FCFA

Each offer written in French or in English, composed of six (6) copies including one (1) original and five (5) copies marked as such, must be delivered at the secretary of financial director of Centre Pasteur of Cameroon, located at the address mentioned in the Article 5 before 23/01/2017 at 3.00 p.m. and labelled:

 OPENED NATIONAL TENDER INVITATION N°12/AONOCPM/CPC/2016 FOR 31/12/2016, IN EMERGENCY PROCEDURE, FOR THE CONSTRUCTION OF A LABORATORY AT THE CENTRE PASTEUR OF CAMEROON

“TO BE OPENED ONLY AT THE BID-OPENING SESSION”

The maximum delivery deadline provided by the project owner is ten (10) months. This deadline includes the rainy season and the bad weather, and starts from the date the notice to proceed the work is notified.

Each bidder must attach to his administrative document, a bid bond (in conformity to the document annexed), issued by a first class bank approved by the Ministry of Finance and the COBAC, valid for a period of one hundred twenty (120) days from the opening of the bids. This amount of the bid bond is FCFA 2 000 000 CFA.

For the bidders that will not be selected, the provisional bid bond will be released de facto after the thirtieth (30^th) day after the validity of the bid has expired. For the successful bidders, the provisional bid bond will be realised after the final bid bond is issued.

Any offer that does not comply with the separation of the financial, administrative and technical offers shall be inadmissible. Any offer not in accordance with the prescription of the Notice and the Tender invitation shall be inadmissible. Especially the absence of the bid bond established according to the sample proposed in the DAO and delivered by a bank or a financial entity, with a validity of thirty (30) days after the deadline of the bid validity.

 Any offer not presenting the required administrative documents, produced in original or certified copies by the services that has issued them, in conformity to the specifications to the Specific Regulation of the Tender document, shall be disqualified. They should necessarily be not more than three (3) months old at the deadline to respond to the tender invitation.

They shall be opened in one phase. The opening of the administrative files, the technical and financial offers will be held on 23/01/2017, at 3.00 p.m. by the Contract Award Board of the Centre Pasteur of Cameroon.

Only the bidders can attend or have one representative of their choice to attend the opening session. This representative shall be appointed and have a perfect knowledge of the file.

1.      Eliminatory criteria:

• - Administrative documents

a)    Incomplete administrative file or noncompliant administrative documents

b)    False statement or falsified document        

1. - Technical offer

a)    Incomplete technical file or noncompliant administrative documents;

b)    False statement or falsified document        

c)    Non satisfaction of eighty per cent  (80%) of the main sub-criteria in accordance with the Construction manager, Operation manger and the two (2) engineers, one for the civil engineering and the other for the Technological State Corp;

d)    Cumulated sales revenue inferior to two billion five hundred thousand millions (2.500.000.000) of FCFA;

e)    Not have justify the execution of the construction, during the past five years, as main contractor, of an at least three flours building;

f)     Non satisfaction of at least 80% of the sub-criteria, for a total of ninety six (96) sub-criteria over one hundred twenty (120) according to the main criteria;

1. - Financial offer

a)    Incomplete financial file;

b)    Noncompliant documents 

c)    Omission of a unit price in the financial offer

1. - Main qualification criteria:

The evaluation of technical bids shall be carried out according to the binary system (yes/no) on the basis of the one hundred twenty (120) criteria:

a)    Presentation base on four (04) criteria

b)    Personal support based on sixty five (65) criteria

c)    References based on fourteen (14) criteria

d)    Material means based on twenty two (22) criteria

e)    Methodology based on fifteen (15) criteria

The Owner will award the contract to the bidder whose offer is considered as the lower price judged in compliance with the Tender File.

Any companies interested in applying to this Tender invitation have sixty (60) days.
