Within the framework of the realisation of his action plan for the current year, the General Manager of Aéroports Du Cameroun S.A, contracting authority, hereby launches an open international call for tenders for the supply of tyres and batteries for assistance equipment at the Douala International Airport
The services shall consist in the supply, to Douala International Airport, as per the order, of tyres and batteries for assistance equipment.
NB. A summary of monthly orders shall be established for that purpose.
The estimated cost fixed after preliminarily studies is as follows :
- Lot 1 : One hundred eight million one hundred and eighteen thousand six hundred and thirty (108,118,630) CFAF ;
-Lot 2: Nineteen millions four hundred and seventy four thousand five hundred and sixty two (19,474,562) FCFA.
The supplies for assistance equipment shall be subdivided into two (02) lots defined below:
- Lot 1 : Tyres ;
- Lot 2: Batteries.
Details are contained in the description of supplies.
Participation in this call for tenders is open, on equal conditions, to service providers installed in the Republic of Cameroon or abroad, and working in this field of activities.
The services, included under this call for tenders, shall be financed by the budget of Aéroports Du Cameroun S.A, 2017 financial year, Budget Head: 60442000.

Site Visit
For a better appreciation of services to be provided, a guided tour shall be provided for bidders at Douala on 13/01/2017 at 11 am. The meeting point shall be the secretariat of the Airport Director.
Bids drafted in English or French, in seven (7) copies, including the original copy and six (6) copies labelled as such, shall be submitted under sealed envelopes, under pain of rejection, to the Contract Service of Aéroports Du Cameroun S.A, no later than 13/02/2017 at 11am, and shall be labelled as follows:

The deliveries made as per the order shall spread over a period of twelve (12) months minimum.
Each bidder shall attach to his administrative documents, a bid bond issued by a first rate banking institution, approved by the Ministry in charge of Finance, of an amount of :
- Lot 1 (Tyres): Two million one hundred thousand (2,100,000) CFA Francs or three thousand two hundred and twenty six Euros and forty cents (3,226.40 €). The validity date of the bid should be one hundred and twenty (120) days;
- Lot 2 (batteries): Three hundred and eight thousand (380,000) CFAF or five hundred ninety three Euros seventy six cents (593.76 €). The validity date of the bid should be one hundred and twenty (120) days.
Under pain of rejection, other required administrative documents must be produced in original copies or in copies certified true by the issuing service or an administrative authority, in conformity with the provisions of the Special Regulations of the Call for Tenders. They must be dated less than three (03) months old preceding the original submission date or they must have been issued before the date of signature of the tender notice.
Any incomplete tender not complying with the specifications of the Tender File shall be declared inadmissible. Especially, the absence of the bid bond issued by a first rate banking institution approved by the Ministry in charge of Finance, or the non-respect of the model documents of the Tender File shall lead to the outright rejection of the tender, without any recourse.
The opening of administrative, technical and financial bids shall take place on 13/02/2017 at 12:00am, by the Internal Tenders Board of Aéroports Du Cameroun S.A., in the Board Office located at the Yaounde-Nsimalen Passenger Terminal.
Only bidders may take part in this session or they may be represented by a duly mandated person of their choice with a sound knowledge of their file.
15.1Eliminatory criteria
- Absence of bid bond;
- Absence of a quantified unit price;
- Non-compliance of the submission model;
- A number of ‘YES’ less than six (06) for all essential criteria;
- Absence of certificate of representation, distribution or sale of proposed tyres and/or batteries signed by the manufacturer;
- Absence of the Compliance Certificate of the supplies;
- Absence of certificate of availability of the supplies ;
- Production of a falsified document or false declaration.
15.2Eliminatory criteria
- References in similar services: Yes/No;
- Material resources: Yes/No;
- Financial capacity: Yes/No;
- Evidence of acceptance of contract conditions: Yes/No;
- Tender presentation: Yes/No.
The contract shall be awarded to the bidder who has submitted the lowest financial bid and with the required administrative and technical capacities.
NB: A bidder may have more than one lot.
Bidders shall be bound by their bids for a period of ninety (90) days, with effect from the deadline determined for the submission of bids.
