For 10 years, the AFOP and ACEFA programmes have constituted for France-Cameroon cooperation a new generation of programmes which articulate two fundamental dimensions of agricultural development, which are professional training and counseling to farmers,  to their economic consequences, which are the socio-professional integration of young people and the financing of productive projects
    
Two successive phases of funding, thanks to C2D (150 MEUR in total over the first 2 phases) made it possible to test these devices on a pilot scale and then to pass them on to the national level under the impetus of the political decisions of the Cameroonian government.
This government, through a so-called "Second Generation" agriculture promotion strategy, recognizes the special place occupied by the agricultural sector in its path of emergence. The pursuit of modernization of the agricultural sector, in its three fundamental axes presented above, implies putting in place the conditions and means for the transformation of these programmes into lasting institutional and operational mechanisms.
The 3rd C2D is the opportunity to support this transition over a period of time consistent with that of institutional developments in Cameroon and with the necessary transformation of existing mechanisms so that they are in line with the recurrent means of the State budget to support them.

The purpose of this Notice of International Call for Expressions of Interest is to prequalify national and international firms, consultancies or national and international groups / consortia wishing to participate in the restricted international call for tenders, relating to the performance of a mid-term evaluation of the Programme for the Consolidation and Sustainability of Agropastoral Counseling (PCP-ACEFA).

Participation to this notice is opened to Cabinets with a high experience in the domain of rural development and the evaluation of projects and programmes

The services, which are the subject of this notice, will be financed from the C2D / PCP-ACEFA budget under agreement No. CCM 1397 03 W signed between the French Development Agency and the Republic of Cameroon.

NOTICE OF INTERNATIONAL CALL FOR EXPRESSIONS OF INTEREST N ° 001/2021 / AIMI / MINADER-MINEPIA / PCP-ACEFA / CSPM MAY 18, 2021 WITH A VIEW TO CONSTITUTING A RESTRICTED LIST OF FIRMS RESPONSIBLE FOR CARRYING OUT THE MID-TERM EVALUATION OF THE CONSOLIDATION AND SUSTAINABILITY PROGRAMME OF THE AGROPASTORAL COUNCELLING (PCP-ACEFA).

Candidat files shall comprise the following documents:
    
1.1.    Administrative filef

A valid administrative and financial file justifying the legal existence and the regular exercise of the activities of the structure. The documents constituting the said file, produced in originals or certified true copies, dated less than three (03) months and valid for the financial year 2020 will include:
-    The statute or, where applicable, the notarial deed indicating the agreement of the group including the powers designating the agent;
-    The valid certificate of non-indebtedness or equivalent for foreigners;
-    The valid taxpayer card or equivalent for foreigners;
-    The original of the certificate of non-bankruptcy issued by the Registry of the Court of First Instance of the place of establishment or equivalent for foreigners;
-    The certificate of non-exclusion from public contracts or equivalent for foreigners;
-    Certificate of bank account;
-    The certificate and the location plan signed by the tax authorities or equivalent for foreigners;
-    The unmodified declaration of integrity, eligibility and environmental and social responsibility, initialed and signed by the tenderer (Annex).

3.2. Technical file
Candidate technical file shall be submited in one original and four copies. It should be written in French or engglish.
Should comprise at least:
•    A motivation letter duly signed by the person in charge of the firm applying;
•    A detailed presentation note for said firm specifying in particular:
-    legal status and social capital;
-    the main area of competence of the firm;
-    The organization, staffing and skills available;
-    The facilities for operation (premises, vehicles, software, etc.);
-    The balance sheets for the last three years clearly showing the turnover and the net accounting result;
-    The CV of experts;
-    A list of 3 references and supporting documents (first and last pages of the contract + receipt report) for services similar to that of this notice of expression of interest.

The following selection criteria will be applied to applicants. In the event that applications are submitted by a consortium, these selection criteria will apply to the consortium as a whole:

8.1. Elimination criteria:
•    Incomplete or non-compliant administrative document ;
•    False declaration of falcified documents
•    Technical score less than 70 percent (70/100)

8.2.    Essential criteria
The technical file shall be evaluated on one hundred (100) based on the following criteria :
-    Qualification and experience of key staff on 40 points :

-    Head of mission-Expert in monitoring and evaluation (15 points): I
-    Agroeconomist (or equivalent: Bac +4 minimum), 10 years of experience in the field of agricultural development in Africa and other southern countries. The expert must have proven experience in monitoring and evaluation acquired through short-term services and / or as an expert in charge of monitoring and evaluation within programmes / projects in the agricultural sector. He should have practical experience in management and management of projects / programmes as a project manager or consultant in this specific area.
-    He must also have knowledge and confirmed experience in the fields of agricultural conseling and counseling systems, micro-project funding mechanisms and systems and the structuring of producer organizations enabling him to address the issue of institutional assistance through co-managed services and financing mechanisms for the agricultural sector

-    Specialist in agricultural counseling and producer organizations (15 points): Agricultural engineer (or equivalent: Bac +4 minimum), 10 years of experience in agricultural development in Africa and / or other southern countries. The expert should have significant practical experience either as a professional in an organization / institution specializing in agricultural counseling, management counseling or development counseling or as an expert in a programme / project with a significant component of counseling to producers, farmers and other agro-pastoral professional organizations. In particular, he should be able to understand the issues of agricultural extension, agricultural counceling and the transition from agricultural extension to technical and economic counseling. He should present skills in rural economy (management of farms, cooperatives and other agricultural enterprises), in support to the organization and management of producer organizations and in setting up, monitoring and evaluation of small agricultural projects. He should have knowledge of operational and organizational management (economics and accounting).
-    Specialist in agricultural investment projects of farmers and producer organizations (10 points): Agroeconomist (or equivalent: Bac +4 minimum), 10 years of experience in the development of the agricultural sector in Africa,

The expert should have significant field experience as a specialist in the funding and economics of farmer projects and agricultural producer organizations. He will have to master the project methodology: formulation (technical, economic and financial feasibility study), monitoring and evaluation of small agricultural projects.
He should have knowledge of operational and organizational management (economics and accounting).

-    Experience of the firm/Consortium : significant experience acquired in the area of evaluation of programmes and projects particularly of an institutional nature : (54 points)

-    Materials (cars, computers, software and offices) on 6 points.

Only applicants who will obtain a score from the evaluation, a minimum technical score of seventy (70) percent (%) shall be retained and invited to tender.

The registered files will be examined by a technical commission set up by the National Coordinator of PCP-ACEFA. Successful candidates will then be invited to participate in the Restricted International Call for Tenders which will be launched in accordance with the provisions of Articles 76 (7) and 78 (1) of Decree No. 2018/366 on the Code of Public Procurement in Cameroon and of the CCM 1397 03 W agreement signed between the French Development Agency (AFD) and the Government of the Republic of Cameroon.
