1.Objet New(Additif)

The General Manager of the Autonornous Sinking Fund (C.AA) is issuing an open national invitation to tender under urgent procedure for the hiring of a consultant in charge of the maintainance of the Electronic Documents Management System and digital archiving (1\4-FILES CAA).

2.Consistance des prestations New(Additif)

The services requested in this call for tender comprise:

 

  • The renewal of the M-Files support;
  •  Correction of bugs and subsequent anomalies ;
  •   Improving the configurations and the functionalities of the current software ;
  •   Developing new specifie functionalities; 
  • Transfer of skills

The technical specifications of these services are detailcd in N° 5 of the present tender documents (TD).

3.Cout Prévisionnel New(Additif)

The estimated cost of this maintenance service is 15 000 000 ITCFA per vear, a total cost of 45 000 000 F CFA for the entire projet.

6.Financement New(Additif)

The services requested following this invitation to tender will be financed by the operating budget of CAA for the budgetary years 2017, 2018 and 2019 with the budgetary line allocated for "MAINTENANCE INFORMATIQUE".

7.Consultation du Dossier New(Additif)

The tender documents can be consulted during working hours at die the Administrative Affairs and Budgetary Services (SAB) of CAA, situated on the 15th floor of the SNI building in Yaoundé, phone number 222.22.22.26, following the publication of die present tender issue call.

8.Acquisition du Dossier New(Additif)

The tender file can be acquired at the Administrative Affairs and Budgetary Services (SAB) of CAA, situated on the 15th floor of the SNI building, phone number 222.22.22.26, after presenting a cash payment receipt of a non refundable amount of 65 000 (Sixty five thousand) F CFA in the account n° 335 988 registered under the naine of ARMP in die books of different BICEC branches.

9.Remises des offres New(Additif)

Each tender should be written in French or English, in seven (07) copies of which one (1) original copy and six (06) photocopies, should be submitted at the Autonomous Sinking Fund located on the 15th floor of the SNI building in Yaoundé no Inter than 25 JAN 2017 at 2pm, local time, in a closed envelope.

After this deadline, no documents shall be accepted. After submission, no tender can be modified or withdrawn. Every tender should bave the following inscribed in it:

10.Delai de Livraison New(Additif)

The execution period requested by the project manager for the fulfillment of services requested in the current call for tender is 3 vears.

11.Cautionnement Provisoire New(Additif)

Under the penalty of rejection, each tender should attach to his administrative documents, a tender security deposit, established by a first-rate bank accredited by die Ministry of Finances and whose narre is listed in piece 11 of the Tenderfile, for an amount of 900 000 ( Nine hundred thousands) F CFA, valid for Thirty (30) days beyond the original date set for the validity of tenders.

12.Recevabilité des Offres New(Additif)

Under the penalty of rejection, the administrative documents required in die RPAO must be produced in original versions or in true certified copies by the issuer in accordance with the specific mies of the call for tender.

They should be dated not more than three (03) months preceding the date of submission of offers or established after the date on which the cd for tender was signed.

Every tender net in conformitv with the prescriptions of the current call for tender and the tender documents will not be accepted. The absence of die tender's security deposit by a first rate bank accredited by the Ministry of Finances or the non respect of the templates specified in the tender documents will result in the rejection of die tender.

13.Ouverture des Plis New(Additif)

The opening of bids shall be done in two (02) sessions. The first phase involves the opening of administrative and technical parts of bids by the Internai Tender Procurement Commission of CAA (CIPM-CAA) in the conference roorn on the 15th floor of the SNI building, on 25 JAN 2017  at 3pm, local time, in the presence of bidders (optional) or their mandated représentatives who have a perfect knowledge of the documents.

The second phase, namely the opening of financial offers will be held at a liter date.

14.Critères d'évaluation New(Additif)

 Dismissing Criteria

  •   Absence of an administrative document ;
  •  False statement, substitution or tampering falcification of Documents;
  •  Technical grade below 75 points over 100 points;
  •  Presence of financial information in the technical offer;
  •  Absence of authorisation of the conceptor of M-FILES.

Only bidders who have obtained at least 75% of minimum technical score points on ail essential criteria will be technically qualified and admitred for financial analysis.

15.Attribution New(Additif)

The consultant will be selected using the sélection method `Based on Quality and Cost'. The global score (N) shall be calculated using a weighted coinbination ôf technical and financial scores using the following formula:

The respective weights attauted to technical (T) and financial (P) propositions are: T= 70% and P= 30%

The formula used to determine financial scores shall be the following:

Sf =100 x Fm / F, (Sf being the financial score, Fm the least priced bid and F the price of the proposition under consideration)

The overall score (N) will be determined as :

N = St x 70% + Sf x 30% ((Sf) = Financial score and (St)= Technical scores). The tenderer with the highest overall score will be awarded the contract.

16.Durée Validité des Offres New(Additif)

Bidders remain contractually obligated b)' their offers for ninety (90) days starting from the deadline for the subtnission of tenders.
