Within the framework of financing from the Saudi Fund for Development and the Republic of Cameroon, the Minister of Secondary Education hereby launches a Restricted International Invitation to Tender on behalf of her ministry for architectural and technical studies as well as the Construction Managementof the project to build and equipGovernment High School,Akwa, for the teaching of industrial Trades in Douala, WouriDivision, Littoral region, Cameroon.
This Restricted International invitation to Tender follows the request for expression of interest No.001/ASMI/MINESEC/SG/DPPC/CELEPROG/CEA2/2017 of 1 March 2017 relating to the above-mentioned subject.
The service notably comprises
- architectural studies;
- technical studies;
- Construction Management(CM) of construction and equipment works.

The works which are the purpose of this invitation to tender, shall be financed by loan No. 9/676 granted to the Government of the Republic of Cameroon by the Saudi Fund for a duty-free amount and the MINESEC`sPIBfor the 2020 fiscal year and following.
The Tender File may be consulted during working hours at the Ministry of Secondary Education - Division of Projects, Planning and Cooperation /Studies and Programming Unit Tel:222 236 654, Block "C", Room 518, Yaounde-Cameroon, upon publication of this notice.
The Tender documents may be obtained from the Ministry of Secondary Education, Division of Projects, Planning and Cooperation /Studies and Programming Unit, telephone 222 23 66 54, Room 518 as soon as this notice is published, upon presentation of a receipt of payment to the Public Treasury of a non-refundable sum of F CFA 227,000 (two hundred and twenty-seven thousand francs) representing the cost of the document.
Each bid shall be drawn up in French or English in seven (7) copies, one (1) original and six (6) copies marked as such, must be received by the Ministry of Secondary Education/ Division of Projects, Planning and Cooperation/Studies and Programming Unit telephone 222 236 654, Room 518 at the latest on 18 November .2020 at 1 p.m.Any failure to comply would result in rejection of the file. The bid must bear the following note:

“OPEN ONLY DURING THE BID-OPENING SESSION”
The maximum deadline for the execution of the works referred to in this invitation to tender is set at six (6) months for the study phase and 24 months for the Construction Management(CM) phase of the work, excluding validation time.
Under penalty of rejection, the required administrative documents must be produced in originals or in copies certified by the issuing department or a competent authority, in accordance with the provisions of the Special Conditions for the invitation to tender. They must be dated less than three (3) months prior to the date of submission of bids or must have been drawn up after the date of signature of the Invitation to Tender.
Bids not complying with the prescriptions of this Tender Notice and the Tender documents shall be disqualified. Moreover, failure to provide a bid bond issued by a first-rate bank or financial institution approved by the Minister of Finance, or failure to comply with the model forms of the bidding documents, shall result in rejection of the bid.
Opening of the bid shall be done in two steps. The opening of administrative documents and technical bids shall take place on .18 November .2020at 2 p.m. in the conference room of the Ministry of Secondary Education, by MINESEC’s Internal Tenders Board, sitting in the presence of the bidders or their duly mandated representatives who have a perfect knowledge of the file.
The opening of financial bids shall be carried out under the same conditions, at a later date which shall be made known to bidders whose administrative document has been judged to be in conformity and who have obtained a technical score of 70 points out of 100 or more.

Evaluation of bids
Tenders shall be opened in two stages and evaluated in three steps.
1. Examination of the conformity of administrative documents.
This examination is carried out during the Bid-opening session. Bids found to be non-compliant after this exercise shall be rejected and discarded from further evaluation; after a grace period of 48 hours.
2. Examination of technical bids

The general presentation of the bids concerns volumes A and B.
Technical bids scoring less than 70 out of 100 shall be excluded from the evaluation of the financial bids.
3. Evaluation of the financial bid
The financial bid shall be scored on 100 points. The lowest bid shall obtain all the points and the others shall be scored according to the formula:

Overall technical and financial score:
Balancing shall be made between the technical score and the financial score to obtain the final score S according to the formula:

Selection and award of the contract
1) Review of the conformity of administrative documents. During the opening session, bids found to be non-compliant after this review shall be rejected and discarded after the 48-hour grace period,
2) Evaluation of technical bids;
3) Evaluation of financial bids.
Selection of the successful bidder:
The Contract shall be awarded to the bidder with the best bid, based on a combination of technical and financial criteria.
The bidder shall remain bound by its tender for a period of one hundred and twenty (120) days from the deadline slated for the reception of tenders.
