Within the framework of rehabilitating some roads within the City, the City Mayor of Bamenda City Council, Delegated Contracting Authority hereby launches under emergency procedure OPEN NATIONAL INVITATION TO TENDER N°007/0NIT/BCCITB/2020 of 13/11/2020 for the selection of a consultant (firm) to control and supervise the rehabilitation works of some stretches of roads within Bamenda city (see above).
The firm selected shall carry out supervision and control of the rehabilitation works of some stretches of roads. The services shall include notably,
• Step by step control before, during and after all the construction operations;
• Verification to ensure respectforspecified standards of materials to be used;
• Quality control of materials and equipmenttobe putin place;
• Verification to ensure the respect of quality of labour to be used;
The estimated cost after preliminary studies is one hundred and thirty million (130,000,000) Francs CFA inclusive of all taxes.
The services are regrouped in a unique lot asmentionned above.
Participation in this invitation to tender is open to national consulting firms specialized in the control and supervision of road construction and rehabilitation works.
Services which form the subject of this invitation to tender shall be funded by the MINHDU BUDGET-under the C2D- Capitales- Regionales Programme

Each bid bid drafted in English or French in five (5)copies including the original and six(4) copies marked as such, should reach Bamenda City Council, Department of Techmcal Services, Tel. 33 3612 67, not later than 8/12/2020 at 12 noon and should carry the inscription.

"TO BE OPENED ONLY DURING THE TENDER OPENING SESSION"
The maximum deadline provided by the Contracting Authority for the execution of the services forming the subject of this invitation to tender is thirteen (13)months.
Each bidder must include in his administrative documents, abid bond that respects the mod in this tender file issued by afirst-rate banking or insurance establishrnent approved by the Ministry incharge offinance (see listin document No. 12of this Tender File) of two million six hundred thousand (2,600,000) Francs CFA valid for ninety (90) days after the date of validity of bids.
For fear to being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperahvely be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially the absence of a bid bond issued by a first-rate bai approved by the Minister in charge of Finance.
The bids shall be opened in two phases.The opening of thea dministrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical scpre. The opening of administrative documents and the technical bids on 8/12/2020 at 1pm local time by the Bamenda City Council Internal Tenders Board situated at the Bamenda City Council conference room in the presence of bidders or their duly mandated persons. The opening of the financial bids shall take place at the end of the technical analysis and shaU only concernbidders who obtained the minimum required score of seventy percent (70%).
1. Eliminatory criteria
-Incomplete or non-compliant administrative and/or technical file documents;
-False declaration or forged documents;
-Omission in the price list of a quantified item;
-Absence or insufficient bid bond;
-Technical score of less than 70%;
-Duration of work given by the bidder more than that fixed in the tender.
-Absence of Special Administrative Clauses (CCAP) initialled in all the pages;
2. Essential criteria
The following essential criteria shall beevaluated in a binary marmer (satisfactory ornot) and will include;
-Financial situation;
-Personnel;
-References;
-Equipment;
-Methodology/planning.
The consultant will be chosen by method of quality-price ratio, in conformity with the procedure given in the present Tender File.
The contract shall be attributed to the Consultant whose offer has been evaluated the lowest, that is to say the offer has the best technico-financial mark and is judged in conformity with the tender document within the available funds.
Bidders will remain committed to their bids for a period of ninety (90) days after the bid submission deadline.
