As part of the execution of the Public Investment Budget, the Rector of the University of Maroua and Contracting Authority, launches a National Open Call for Tender for the construction Work of the pedagogic block at the Department of Meteorology, Climatology, Hydrology, Pedology of the ENSPM of the University of Maroua at Kousseri.

The services of this contract include:

The estimated cost of the operation at the end of the preliminary studies is Three hundred and fifty-six million four hundred and thirteen thousand, seven hundred and ninety-five (356,413,795) FCFA including tax.

The works are subdivided into a single lot.

Participation in this call for tenders is open on equal terms to companies and companies or groups of companies incorporated under Cameroonian law, with proven experience in the construction of civil engineering infrastructure.

By this Notice of Invitation to Tender, interested companies are invited to provide in their tenders, authentic information which will enable those able to carry out the work to be retained after a thorough and objective assessment of their files.

The services covered by this AAO are financed by the BIP MINEPAT, Chapter 94 Fiscal year 2020 and following. Allocations: 94 709 07 110000 2222.

Each offer drawn up in French or English in seven (07) copies including the original and six (06) copies marked as such, and in accordance with the requirements of the DAO, must reach the DIPD, no later than 30/12/2020 at 15 o’clock local time, in three (03) internal and distinct envelopes identifying:

• Envelope A: administrative documents;

• Envelope B: technical offer;

Tenders received after the deadline for submitting bids will not be received.

The maximum timeframe provided by the Client's Representative for carrying out the work is five (05) calendar months

Each bidder must include in his administrative documents, a bid bond issued by a first ratebank approved by the Minister of Finance featuring on the list in document 12 of the Tender File of an amount of 7 128 270 (Seven million one hundred and twenty-eight thousand two hundred and seventy) francs CFA.

Each a bid bond should be valid for thirty (30) days beyond the original date of the validity of the offers.

Lest they be rejected, shall be submitted only originals or true copies of the other relevant administrative documents, certified by the issuing service in keeping with the requirements of the Special Tender Regulation. They must be valid in keeping with the regulations in force.

They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.

This applies especially the absence of a bid bond issued by a first-rate bank or an insurance company approved by the Ministry in charge of Finance. The approved publication organs are JDM and/or Cameroon-Tribune. At the Public Treasury for government departments, in the CAS- ARMP Special Account N° 335988 at BICEC for Public Administrative Establishments, Public and Semi-Public Enterprises, the Yaoundé and Douala City Councils and the Council Revenue Collection Offices for the other Regional and Local Authorities”.

The tenders shall be opened in a single phase.

The opening of the administrative documents and the technical and financial offers will take place on 30/12/2020 at 15 o’clock local time by the Tenders Board of the University of Maroua in the meeting room of Internal Allocation Tender Board.

Only bidders or their duly mandated representatives who have a perfect mastery of the file are invited to take part in this opening session.

Eliminatory criteria

They include especially:

• Absence or non-conformity of any one of the administrative documents within 48 hours after the opening of tenders;
• False declaration or forged documents;
• Absence of a quantified unit price;
• Non-compliance of the bid bond model;

 Essential criteria

The essential criteria relating to the qualification of candidates could indicatively be on the following:

A technical mark less than 70% shall lead to the disqualification of the offer.

The lowest bid and the best technically structured bid that meets the criteria will be retained

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
