Within the frame work of the execution of the Public Contract for the 2021 budgetary year, the Mayor of Mayo-Darlé council, the Contracting Authority, here by launches an Open National Invitation to tender for the Construction of a fence and the rehabilitation of the sub divisional medical center of Mayo-Darlé (Phase1)  in Mayo-Darlé Council.

The work comprises notably

• FENCE 
• MASONRY –ELEVATION 
• METAL WORK 
• PAINTING 
• ELECTRICITY 
• REHABILITATION 
• MASONRY ROOFING
• METAL AND WOOD WORK
  

The estimated cost of the operation following prior studies stands is: THIRTY FIVE MILLIONS (35 000 000) F CFA.

The works shall be tendered for in one share.

Participation in this invitation to tender shall be open on equal conditions to qualified contractors based in Cameroon, who have the financial and technical means to carry out the above described project. The invitation to tender will be published in the JDM of the ARMP.

Work sunder this tender shall be financed by the Budget of the Public Investment Budget 2020.

The file may be consulted during working hours at the secretary general of Mayo-Darlé council as soon as this notice is published.

The tender documents may be obtained at the Contract service of the Mayo-Darlé council, as soon as this notice is published upon presentation of the receipt of payment into the Mayo-Darlé Treasury  council of a non-refundable fee of seventy thousand (70 000 F CFA). The said receipt must identify the payer as representing a contractor.

Drafted in English or French and in centuplicate, including one original and six (06) copies labeled as such, tenders shall be submitted in a seal envelope and against a receipt at  the Public Contracts service, by Mayo-Darlé council  , telephone 679 93 78 37 not later on 26 FEB 2021 at 10 o’clock. They shall bear the following:

       « Notice of Open National Call to Tender N°03/AONO/ SG/ STADU/C-M°DLE/CIPM/MAYO-DARLÉ/2021 OF 22 JAN 2021 For the Construction of a fence and the rehabilitation of the sub divisional medical center of Mayo-Darlé (Phase 1), in Mayo-Darlé Council.

“TO BE OPENED ONLY DURING THE TENDERS BOARD REVIEW SESSION”.

The overall execution time frame provided by the Project Owner shall be tree (03) months from the date of notification of the Notice to Proceed.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file.

Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers…)of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the invitation to tender. They must obligatorily not be older than three (3) months or must not be produce dafter the signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bon disused by

A first-rate bank approved by the Ministry in charge of Finance or the non-respect of the model soft he tender file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained.

Tenders shall be opened in single phase. The opening of the administrative documents and the technical offers on the 22 FEB 2021 at 11 o’clock local time by the Internal Commission of Tenders Board in the Mayo-Darlé council.  All tenders may attend the opening session or each have themselves represented by one duly mandated person of their choice.

Eliminatory criteria
Elimina tory criteria are :

• Absence of the BID Bond deliver by the authorize Bank;
• False declarations or forged documents.
• Failure to at least the 70% essential criteria. 

Essential criteria

• Financial situation;
• Contractor References and Experience in the domain (road and bridge);
• Supervisory Staff proposed;
• Equipment to Be mobilised.
• Methodology and organization of the work
• Présentation of the tender
• Incomplète Technical and Financial documents;

The contract shall be awarded to the tender with the lowest bid and meeting the required technical and administrative capacities.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
