In the framework of the facilitation of the courier paper between the central services and the external structures deployed throughout the national territory and in order to also enable the rapid access to information by the said structures in total security and full confidentiality, the Director General of the National Social Insurance Fund launches an Open National Invitation to Tender for the recruitment of authorized service providers for the collection and distribution of its courier through all its eccentric structures in two (02) independent lots, in emergency procedure.
The services concerned by this consultation will cover:
- Collecting, carrying and delivering courier from CNPS Regional Directorates and Social Insurance Centres every working day;
- The courier distribution on the basis of a transport letter;
- Each dispatch must be made in a sufficiently strong packaging;
- Dispatches may relate to commercial documents, printed forms, business papers, IT support, punch cards, magnetic tapes, barred checks, bills exchanged between foreign caisses, any other courier;
- The indicative time of the levies is fixed at 2 o’clock p.m. in each Regional Direction.
The estimated cost of the project at the end of the preliminary studies is estimated at:
- For lot No. 1: FCFA HT 8, 355, 000 (eight million three hundred and fifty-five thousand) per year;
- For lot No. 2: FCFA HT 7,755,000 (seven million seven hundred and fifty-five thousand) per year.
The services are subdivided into two (02) lots defined below:
- Lot No 1: Directorate General and all the structures of the Regional Directorate for Centre, South and East;
- Lot No 2: Directorate General and all the structures of the Regional Directorate for Littoral and South-West;
Participation in this Call for Tenders is open to any company, legal person of Cameroonian nationality, with a proven experience for this type of services.
The services offered under this invitation to tender are financed from the program budget of the National Social Insurance Fund on the budget imputation line 7-636, program 110.
The file may be consulted during working hours at the Contracts Service located on the 9th floor, room 903, of the CNPS head Office building, as soon as this notice is published in the Journal of Contracts.
The file may be obtained at the place indicated above upon publication of this notice, against payment of a non-refundable sum of forty thousand (40,000) CFA francs into the CAS-ARMP 335988 Special Access Account opened in the BICEC agencies.
At the time of withdrawal of the file, the tenderers must, in any case, be registered by leaving their complete address (PO Box, telephone contacts).
Each tender written in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, must be received by the Contracts Service no later than 31th JANUARY 2017 at 11.00 am local time, and must bear the mention:

The duration of execution envisaged by the Project Manager for the execution of the services is 36 months divided into three (03) tranches as follows:
- Firm installment: 12 months;
- First conditional installment: 12 months;
- Second conditional installment 12 months.
Each tenderer must attach to his administrative documents a tender bond drawn up by a first-rate bank approved by the Ministry of Finance (and which is shown in the DAO part, valid for thirty (30) days after the original validity of the tenders) and specifying the amounts as follows:
For lot No. 1: 199, 000 FCFA;
For lot No. 2: 180, 000 FCFA.
Subject to rejection, the administrative documents required must be produced in original or certified copies by the issuing Service or an administrative authority, in accordance with the provisions of the Supplementary Regulations of the Invitation to Tender.
They must be dated less than three (03) months before the date of submission of tenders or have been established after the date of signature of the Notice of Appeal.
Any incomplete offer, in accordance with the requirements of the Bidding Documents, shall be declared inadmissible. The absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance will lead to the outright rejection of the offer without any recourse.
The opening of the folds will be done in one time.
The opening of administrative documents, technical and financial offers will take place on 31th JANUARY 2017 at 12 o’clock, local time by the Internal Commission for the Procurement of Contracts of the National Social Insurance Fund, in the meeting room of the said Commission on the 4th floor, room 416 of the CNPS Building located at Kennedy Avenue
Only tenderers may attend this opening session or be represented by a duly mandated person of their choice.
a. Eliminatory criteria
The Elimination Criteria are:
- Number of personnel affiliated to the CNPS: greater than or equal to 3 (online declaration of the last 03 months), a detailed list of personnel with their individual registrations to the CNPS, attaching the APS certifying that the payment of contributions has been updated;
- Fair remuneration (respect of the SMIG: join DIPE or salary statements);
- Respect for the principle of the promotion of gender: justify at least 20% of feminine gender in the staff (join the DIPE, the staff list and the gender report);
- Liability insurance covering the current financial year (attach insurance policy).

The contract will be attributed to the candidate having:
Maximum number of lots
A tenderer may be awarded the two (02) lots on condition that two (02) separate team leaders are provided for each lot.
Tenderers shall remain bound by their tenders for a period of ninety (90) days from the closing date for the submission of tenders.
Site visit
A guided tour of the site is planned by the Client after the publication of this Invitation to Tender.
