Within the framework of the Public lnvestment Budget 2021, the Lord Mayor of Akwaya Council, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS AT GOVERNMENT PRIMARY SCHOOL TYOBIKA in Akwaya Sub Division, Manyu Division, South West Region as follows:

The work comprises of the preliminary studies carried out and the detailed information provided in the technical specification and the quantitative estimates.

This project shah be financed by the relevant credit allocation in the NB 2021 of the Republic of Cameroon as per the imputation:

With effect from the date of signature of this Tender Notice upon presentation of receipt attesting to the payment of a non-refiindable fee of Forty-Six Thousand (46,000) CFA francs, payable at the Municipal Treasury Akwaya. A copy of the receipt showing payment of the fee shah be attached to the bid

The bidder shah submit 01 original (indicated as such) and 04 copies of the bid in English or French at the Secretariat of the contract unit of the Akwaya Council office against a receipt on or before *11th of March 2021 at train. The outer envelope shah bear the inscription:

On pain of being rejected, only originals or truc copies certified lev the issuing service or administrative authorities must imperativelv be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not eider than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shal.1 be declared inadmissible. Fspecially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shah lead to a pure and simple rejection of the offer.

The offers shah be opened in single phase. The opening of Administrative Offers (Envelope A), the Technical Offers (Envelope B) and Financial Offers (Envelope C) on ^-lit h ni' Mardi 2021 dt 10 am local time by the Akwaya Council Tenders Board situated at the Akwaya Council Conference Hall.

1. 9.           Bid shall be rejected when:

>    The lack or non-conformity of bid security;

• Fa lse déclaration or forged documents;
• They are incomplete or for non-conformity of administrative documents other than the

bid bond;

>    The lack of at least two references in similar jobs

Incomplete Technical or financial Documents;

Technical characteristics which are net in conformity with those specified in the special Technical conditions.

13. Con Ira c t award

The contract shall be awarded to the lowest bidder who satisfied the administrative and technical disposition.

Bidders will remain cornmitted to their offers for Sixty (60) clays from the deadline set for the submission of tenders
