Participation in this invitation to tender is opened to the insurance companies accredited, installed in the Republic of Cameroon.

Services forming the subject of this invitation to tender shall be financed by IPA BUDGET FINANCIAL YEAR 2017 on the budgetary head 67 00 40. The estimated cost of the operation for each is 17 000 000 Value Added Tax (VAT).

The file may be obtained from the General Direction of IPA, located on new road Bastos, Yaoundé, as soon as this notice is published against presentation of a receipt of payment of the non-refundable sum of 20 000 CFA Francs (twenty hundred thousand CFA Francs) as purchase fees for the tender file, into the CAS-ARMP special account N°06800 33598800001-89 opened to all regional branches of BICEC.

Each offer drafted in English or French in six (06) copies including the original, six (05) copies marked as such, should reach the General Direction of IPA, located on new road Bastos, Yaoundé, tel: 222 21 89 72 not later than 02 February 2017 at 8 am, local time, against a receipt. CAR INSURANCE SERVICES TO INVESTMENT PROMOTION AGENCY (IPA)

The coverage period of the insurance is twelve (12) months as from the service order to start the services.

Under risk of being rejected, each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or financial organism approved by the Minister of Finance featuring on the list in document 11 of the Tender file, and valid for 120 (hundred and twenty) days as from the bid opening date of an amount of 320 000 (Three hundred and twenty thousand)

The other administrative documents required must be produced in originals or true copes certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.

They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible. This applies especially the absence of a bid bond issued by a first-rate bank or financial organism approved by the Ministry of Finance

The bids shall be opened in two phases. The administrative files and technical proposal shall be opened first followed by the opening of the financial offers of bidders who obtained the minimum required technical score.

The opening of administrative file and the technical proposal shall take place on 02 February 2017 at 9 am, local time, by the Internal Tenders Board in the conference room of IPA. Only bidders can attend or be duly represented by a person of their choice.

The opening of financial offers shall take place at the end of technical evaluation and shall concern only bidders who must have obtained the minimum score of 80 points out of 100

11.1 Eliminatory criteria

The eliminatory criteria of this invitation to tender are the following:

- False document or false statement;

- Lack of an administrative document;

- Lack of MINFI agreement;

- Lack of Certificate of accession of the CIMA code;

- Technical note less than 80/100;

- Financial information (about the financial proposal) in the administrative or technical offer.

11.2 Essential Criteria

Technical proposals will be assessed on one hundred marks according to the detailed criteria, for each lot, in the supplementary Regulation of the bid.

The company shall be selected by the Quality and Cost Based Selection method (QCBS)

After technical and financial evaluations, an overall score (technical and financial) will be calculated as follows:

NG = 0.80* NT + 0.20*NF

With:

NG:   Overall rating

NT   :  Technical rating

NF   :   Financial rating

With NF = 100*(MMd)/ (M/S)

MMd: Amount assessed the lowest bidder

MS: Amount of evaluated bidder

The services of this tender include unique lot.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
