Within the framework of the execution of the 2021 budget, The City Mayor of Bamenda City Council on behave of her municipality hereby launches an open national invitation to tender for the above-mentioned project.
The works shall include:
- Site installation;
- Site preparation;
- Earth works;
- Stone masonry works;
- Concrete works;
All other subjection necessary for good execution of the work
The estimated cost after preliminary studies for various lots is as follows
The works are regrouped in a two (02) lots as follows:
Lot 1: construction of a box culvert behind Apostolic Church Mendankwe, a box culvert opposite the entrance to Nkwen Fon’s Palace, Atuazire – Azire New Church box culvert and Atuakom – Abangoh box culvert;
Lot 2: construction of Nitob 3 – Nitob 6 box culverts, Ntarinkon I – Ntarinkon II box culvert, Nitob 3 – Nitob 2 box culvert and Mabang – Ntaw box culvert in Chomba.
A bidder may tender for all the lots but can only be attributed a single lot.
Participation in this invitation to tender is opened to all national companies specialized in building construction and public works.
Works referred to in this invitation to tender shall be funded by the 2021 Investment Budget of the Bamenda City Council: head 220 150.
The tender documents may be consulted during working hours at the Bamenda City Council, Department of Technical Services, Tel: 233 36 12 67, upon publication of the invitation to tender.
The file may be obtained from the Department of Technical Services, Service of Public Contracts and procurement of the City Council, as soon as this notice is published against payment of the ninety-four thousand five hundred (94,500) Francs CFA for lot 1 and ninety-seven thousand five hundred (97,500) Francs CFA for lot 2 payable into the Bamenda City Council Treasury under the budgetary head 712 101.
Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in five(05) copies including the original and four (04) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the Bamenda City Councilnot later than 04/03/2021 at 12 noon precisely. They shall bear the following:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is six (06) months
Each bidder must include in his administrative documents, a bid bond that respects the model indicated in this tender documents, issued by a banking institution approved by the Ministry in charge of Finance or an approved Insurance Company (see list in document n° 12). The amount of the bid bond shall below as follow: Lot 1: one million eight and forty thousand (1,840,000) Francs CFA and Lot 2: one million nine hundred and thirty thousand (1,930,000) Francs CFA.
For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible
The Administrative, Technical and Financial proposals shall be opened in a single phase on the 04/03/2021 at 1 pm, local time, by the Bamenda City Council Tenders Board, at the Bamenda City conference room.
Bidders may attend or be represented by a duly mandated person
The evaluation of bids shall be carried out in three stages:
The criteria of evaluation shall be as follows:
1 Eliminatory criteria
- Incomplete or non-compliance administrative documents;
- Forged, scanned, false or fake document;
- Absence of bid bond;
- Deadline of execution more than the prescribed;
- Omission of a quantified task on the bill of quantities;
- Financial proposal more than the provision;
- Non compliance with bid model;
- Technical mark less than 80%;
2 Main Qualification criteria
The following essential criteria shall be evaluated in a binary manner (satisfactory or not):
- Financial situation;
- Equipment;
- Personnel;
- Methodology of execution and organization of site
- References for similar works ;
The contract shall be awarded to the bidder whose bid has been judged essential in compliance with the tender file and is evaluated as the lowest.
Bidders will be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline
