Within the framework of the 2021 Public Investment Budget, the Mayor of Manjo Council, Contracting Autority, hereby launches an open national invitation to tender, with emergency procedure for the rehabilitation of the agricultural track of MOUAKOUMEL (MISSION CATHOLIQUE) -MOUETOCK-NJOUMBENG (6 km), in the Manjo Council, Mungo Division, Littoral Region.

The services of this contract include for each lot are:

Participation in this invitation of tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.

These works are financed by the Public Investment Budget of MINADER, part of the fiscal year 2021, for an estimated amount of:

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be ninety (90) calendar days, as from the date of notification of the service order to start the works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of Fiîteen thousand (500 000) Francs CFA valid for ninety (90) days beyond.
Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issu ing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender.

• They must not be aider for more than three preceding the original date of submission must have been established after the signing of the tender notice.
• Administrative documents must be produced in the original or certified true copies.
• The different parts of the file must be separated by color dividers, both in the original and in the copies.
• Any document stamped with the tax wili also be stamped with the communal receipt of the Manjo Council.
• The absence of one of the mentioned above wili result in the systematic rejection of the offer 48 hours after opening of the bids.

The bids shah be opened at once. Roth administrative documents, technical and financial offers shah be doopened on 11/03/2021 at 11 a'clock by the Tenders Board attached to the in the room of acts. Each bidder may attend the opening session or may be represented by a persan of his choice, heaving an expert and excellent knowledge of the offers

Eliminatory criteria
a) Absence of Bid bond ;
b) Absence 48 hours alter offers deposit, less than one piece of administrative offer except Bid bond;
e) Nonconformity 48 hours after offers deposit, tess than one piece of administrative;
d) False declaration in the Tender file of the Bidder no matter the file ; For This effect the contracting authority and DCTB has the reserves and right to authentify ail the documents which seems not to correct.
e) Non acceptance of contract such as (CCAP et CCTP not paraphed, not signed and dated at the end) ;
Incomplete technical offers for absence of:

• Site visiting report ;
• Declare in his Technical file tlıat the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.
• Works Conductor having qualification requires in Tenders invitation ;

g)                  Non existence in technical offers of the aspect « organisation, méthodology et planning ıı ;

h)                  Omission of one quantifıed price in the tender (BPU, DQE et le SDPU);

i)                    Incomplète fınancial offers for absence of suitable pieces:

• Submission letter ;
• Unitaries prices bordereau (BPU) accordind to the model with HTVA prices in chiffers and letters;
• quantitative and estimative détail (DQE);
• Unitaries prices under details;

j)        Non satisfactory of 25 Yes 130 or less than 83,33 % of Essential Criteria.

Essential Criterias

vii) Experience of supervisory personnel;
viii) Methodology and Planning of Execution.
Each file declared technically conform most satisfy all eliminatory criterias and have at least 25 yes130 there for 83,33 % of the Essential Criterias mention above. Evaluated in conforınity with the table of Evaluation the Techııical file.

The Mayor of Manjo council, Contracting Authority, will award the Contract to the Bidder technically qualifıed and evaluated iowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders wiil remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
