This notice of call for expressions of interest launches the procedure for prequalification of firms to participate in the restricted national call for tenders for complete project management of construction work of the residence of the President of the Constitutional Council located in Bastos.

Duration of the assignment
The firm retained at the end of this prequalification will have ten (10) months to accomplish his mission.
Description of the assignment
Project management will consist in particular of:
―    Produce a preliminary draft;
―    Produce a detailed pre-project, including details of all technological batches;
―    Produce the quantitative and estimated details of the service to be offered to companies;
―    Check compliance with the rules of the art execution plans produced by the company;
―    Examine and validate the program if necessary of execution produce by the company ;
―    Control and monitor the work of the company.

This Notice of call for expressions of interest is open to the architectural firm or technical design office settled in Cameroon.

The intellectual services relating to this notice will be financed by the Investment Budget (PIB)of MINEPAT with budget exercice2020 and following on the budgetary line n° 94 709 04 11 0000 20 21 for project studies, management monitoring and execution.

Expressions of interest writting in french or English send in sealed envelope to Ministry of State Property, Surveys and Land Tenure, drawn up in five (05) copies in an original and four (04) copies marked such as, must reach the Public Procurement Departement of MINDCAF, 1^stfloor, door 102 of the ministerial building N°2 in Yaounde, at the latest 13^th September 2021 at 12, local time and be marked :

The candidates intention responses drafted in french or English must be accompanied by an administrative file and technical file including the following parts:
Volume 1 : Administrative file
Volume 1 will include the following documents (in valid originals or certified true copies in accordance with the regulations in force in Cameroon) :
―    The declaration of expression of interest of the candidate high light in gits company name, address and possibly the delegated signatory powers ;
―    The original of a certificate of non-bankruptcy drawn up by the court of first instance or by the chamber of industry and commerce the place of residence of the tender dating from less than three (3) months before the date of submission of tenders;
―    The original of a bank domiciliation certificate issued by one of the banks or one of the financial organizations approved by the ministry of finance;
―    The original of a certificate of non –exclusion from the  publics contracts issued by the ARMP;
―    The original of the certificate for application for candidacy issued by the Director General of the CNPS;
―    The original of the certificate of no valid royalty;
―    A certified copy of the trade register;
―    The location plan of the practice.

Volume 2 : Technical file
a)      The technical file to understand :
―    The complete organizational chart of the firm’s structure ;
―    The candidate’s references specifying the field of, his experience justified at least two similar contracts during the last 5 years, accompany copies of the corresponding acceptance reports;
―    The technical material means and put it to work for the accomplishment of the mission.

b)      The method of intervention:
It is a question of specifying how the candidate intends to organize the mission which will be entrusted to him, comprehension of terms of reference in chronogram of activity and the deadline for carrying out this mission.

Eliminatory criteria
The evaluation of the expression of interest will be based on the following criteria:
-          Falsified or false declaration ;
-          The absence of an administrative document.

Qualification criteria
Technical bid will be evaluated according to the following essential criteria:

N.B : Only the candidate wich additionate a technical note of 75 per cent of the criteria after the evaluation, will be prequalified for this notice of call.

The terms of reference of mission of the additional information can be obtained during working hours, in the Public Procurement Departement of MINDCAF, 1^stfloor, door 102 of the ministerial building N°2 in yaounde.

The registered files will be examined by a technical analysis committee eset up by MINDCAF and the national restricted tender notice will hold place of result of pre-qualified firms.
