The Vice-Chancellor of the University of Buea hereby launches Urgent Open National Invitation to Tender No.001/ONIT/TB/UB/21 of 19/02/21 for the Installation of Permanent Electricity at the Advanced School of Translators and Interpreters of the University of Buea

2.Consistance des prestations New(Additif)

The services of this Jobbing Order comprise purchasing of equipment and material, transportation and installation works for permanent electricity at the Advanced School of Translators and Interpreters of the University of Buea

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is 25,000,000 (twenty-five million) FCFA including taxes.

4.Allotissement New(Additif)

The supply is not in lots.

5.Participation et origine New(Additif)

Participation in this invitation to tender is open to all Cameroon based qualified registered enterprises that must have proven expertise in the domain of electricity supply

6.Financement New(Additif)

The services which form the subject of this invitation to tender shah be financed by the Investment Budget of the University of Buea, 2021 fmancial year, Programme 463, Article 731941, Paragraph 2250

Tender documents can be consulted during working hours at the Development Office, Room 211, Central Administration Building of the University of Buea, P.O.Box 63, Buea, as soon as this notice is published.

8.Acquisition du Dossier New(Additif)

The file may be obtained from the Development Office Secretariat, Room 211, Central Administration Building of the University of Buea, P.O. Box 63, Buea, as soon as this notice is published upon presentation of a receipt of payment of a non-refundable sum of 50,000 (fifty thousand) CFA francs, payable at special ARMP account No. 97568660001-28 at BICEC.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Development Office Secretariat, of the University of Buea, in Room 211 of the Central Administration Building not later than12.00 midday on 16/03/2021. 10.Delai de Livraison New(Additif)

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the delivery of this supply is four (04) months.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry of Finance of an amount of 500,000 (five hundred thousand) CFA francs for and valid for thirty (30) days beyond the date of validity of bids. See Document 12 of Tender file.

13.Ouverture des Plis New(Additif)

The bids shall be opened in a single phase. The opening of administrative, technical and financial bids will be on 16/03/2021 at 01:00 pare local time by the University of Buea Tenders Board in the Board Room of the Central Administration Building, in the presence of the contractor or a duly mandated representative.

Only bidders may attend or be represented by a duly mandated persan.

- Absence of a bid bond

- False declaration or falsified documents;

Obtaining a technical score of less than 32 yeses out of 45 possible yeses; - Absence of an electrical engineer on staff;

14.2 Essential criteria

Technical bids shall be evaluated on the bases of essential criteria outlined below.

A - Presentation of tender: (Maximum 3 yeses)

B References of the Enterprise executed within the last ten (10) years: (Maximum 10 yeses)

C - Proof of availability of relevant equipment te be used for the project: (Maximum 5yeses)

D -Quality of personnel for this project (Diplomas and Curriculum

Vitae of key personnel: Supervisor and Foremen (Maximum 16 yeses)

E - Organization of the staff of the company and Organization of work: (maximum 2 yeses)

F - Work Programme and Methodology: (maximum 5 yeses)

G — Familiarity and Knowledge of the site: (maximum 2 yeses)

H- Accessibility of the company (maximum 2 yeses)

TOTAL 45 YESES

Only companies who obtain a technical score of at least 70% will have their financial bids analyzed.

15.Attribution New(Additif)

The contract shall be awarded on the basis of the lowest bid fuffilling the technical and financial conditions.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of bids.
