NO. 001/AONO/CEN/CPM/2017 JANUARY 16, 2017 RELATING TO THE RECRUITMENT OF A COMPANY TO PROVIDE THE SERVICES OF A GUARD IN CENAME FOR THE FISCAL YEAR 2017 (SINGLE LOT)

  The period provided by the employer for the performance of the services is at least twelve (12) months after notification of the start of the market benefits service order.

  Each tenderer must attach to its administrative documents, a bid bond issued by a banking institution of first order approved in accordance with the regulations in force, for a period of validity of one hundred twenty (120) days from the date of opening of the tenders, amount:

Single batch - Guarding four hundred thousand Francs CFA (400 000 F CFA) service delivery.

 On penalty of dismissal, administrative documents required will have to be in originals or in copies certified compliant by the service transmitter, according stipulations of the supplementary regulations of tender. She must date at least three (03) months or had been established previously to a date of the tender.

  Any offer not comply with the requirements of the case of tender will be declared inadmissible.

  The offers will be opened in two phases.

  The opening of the envelopes containing the administrative and technical detail will be held on Tuesday, February 07, 2017 at 11 a.m. by the Commission of procurement authority of the CENAME in the conference room of CENAME. Only bidders can attend this opening meeting or be represented by a duly authorized person and having a good knowledge of the offer.

Offers will be evaluated according to the rating by points, in accordance with the following criteria:

  Playoff criteria:

• Administrative file incomplete or non-compliant with the requirements of the DAO;
• False declarations or material falsified;
• Score less than 80 points on all of the essential criteria.
• Non-compliance to the terms of reference.

 Essential criteria:

• General presentation of the 05 points offer
• Number of employees 10 points
• Material and equipment 25 points
• Experience or references in similar benefits 30 points
• Methodology of performance of the services. This note should describe all the conditions and all suggestions that the bidder would need 30 points for services

Only offers having obtained at least a score of 80 points on all of the essential criteria such that declined in the evaluation grid annexed to the case of tender will be held for the assessment of the financial offers.

The financial rating 'NF' will be calculated according to the following formula:   NF = MN*100/MOC

With "Mn" the complete bid, compliant and less so-called and "Moc" the amount of reporting supply.

The final grade will be calculated as follows: 70% of the + 30% of the financial note technical note.
