1.Objet New(Additif)

Within the framework of the 2021 Public Investment Budget, the Lord Mayor of- Limbe II
Council on behalf of the Minister of Decentralization and local development hereby launches
an Open National Invitation to Tender by Emergency Procedure FOR THE MAINTENANCE
OF SOME COMMUNAL ROADS IN LIMBE II MUNICIPALITY Tl: CONCRETING
OF ROAD AT NGEME CHECK POINT FROM NATIONAL ROAD N0:03 (300m).

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

3.Cout Prévisionnel New(Additif)

The estimated costs alter preliminary study is 9,229,568(Nine million two hundred and twenty nine thousand five hundred and sixty eight francs) FCFA

4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2021 financial year; Budget Head No: 55 27 641931 2250

6.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Limbe II Council

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Limbe II Council upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of: 15,000 FCFA at the Limbe II Municipal Treasury. (7:30am to 3:30pm)

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor's Office Limbe II Canna! on 31/03/2021 al 11:00am local lime and labeled.

Envelope A : Administrative Document; Envelope B : Technical Document ; Envelope C : Financial Document.

NB: These three (03) envelopes shall be put in the forth envelope and shahl be the only one to have the label mentioned below

 

9.Delai de Livraison New(Additif)
  1.                    Three (03) months.
10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of : 184,591 FCFA.

11.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor's Office Limbe II Canna! on 31/03/2021 al 11:00am local lime and labeled.

12.Ouverture des Plis New(Additif)

The bids shah be opened in a single (01) phase on 31/03/2021 at 12 noua local time by the Limbe H Council Tender Board in the office of the President, located at the Limbe II Council Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.

13.Critères d'évaluation New(Additif)
  1. 12.                     ELIMINATORY CRITERIA

Bids shah be rejected when:

1-      There's absence of bid bond

2-      There's any fake document, False declaration or forged document

3-      There's absence of quantified unit price

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1-      Turnover at least: 9,000,000 FCFA                                                                    Yes / No

2-      Attestation of Solvency from a recognized bank not less than 6 000 000 FCFA Yes / No

3-      Enterprise's references                                                                                          Yes / No

4-      Methodology                                                                                                         Yes / No

5-      Availability of material and essential equipment                                                   Yes / No

6-      Experience of supervisory staff                                                                            Yes / No

14.Attribution New(Additif)

The Contact shah be awarded to the lowest bidder fulfilling the best technical and financial conditions

15.Durée Validité des Offres New(Additif)

Bidders shah be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained from the Mayor's Office Limbe II Council; from Monday to Friday between 7.30 am and 3.30pm.
