Each bidder shall submit with his administrative documents , a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 of the tender in the amount of 400 000 FCFA valid for four ninety ( 90) days beyond the date of submission of bids. Under penalty of rejection, the administrative documents required must imperatively be produced originals or certified copies.
They must be dated less than three (03) months preceding the date of submission of bids or have been established after the date of signature of the Invitation to Tender.

The opening of bids by the Commission Procurement Centre Pasteur of Cameroon will be in phase and will be held on February 17, 2017 at 3.00 pm in the meeting room located on the ground floor. Only bidders may attend the opening session or be represented by a duly authorized person and having a good knowledge of the offer.

- Forged parts or misrepresentation
- Failure in the price schedule of unit price amount
- Non-compliance of the offer with the requirements of the tender dossier

. Evaluation of tenders
Criteria for Evaluation of technical offers:
The evaluation of the technical bids will be based on the grid following notation

After technical analysis, analysis of financial bids will be carried out under the same conditions as administrative and technical bids. Only bidders who have an administrative file line and obtaining a technical score greater than or equal to 75/ 100 will be affected.

b) The financial offers
The contract will be awarded to the bidder whose offer has been evaluated the best bidder, that is to say, the offer with the best technical and financial score and judged according to the tender documents.

The calculation of the technical and financial score will be done according to the formula:
ST 75% + 25% SF
Where SF- 100xFM / F = SF financial rating, FM = the lowest bidder, F = amount of the proposal.

The contract resulting from this consultation will be awarded to the best evaluated bid.

Tenderers are bound by their tenders for 90 days from the deadline for submission of tenders.
