Within the framework of the implementation of its 2021 approved MINEPIA activities, the Director Generat of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Construction of a Feed Mill at the Zootechnical Centre in Ombe, Fako Division - South West Region, by Emergency procedure.
The nature of works shah be the Construction of a Feed Mill at the Zootechnical Centre in Ombe, Fako Division - South West Region.
The various works to be executed shah include: - Site installation and preparatory works
- Earth works
- Construction works (Foundation, Masonry, Concrete, Metallic, Roofing, Electrification & Painting)
The estimated cost of the project following prior studies stands at the sum of FCFA 13,000,000 (thirtcen million francs).
This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.
The work which forms the subject of this invitation to tender shah be financed by the 2021 Public Invcstment Budget of the Ministry of Livestock, Fisheries & Animal Industries (MINEPIA) allocated to SOWEDA.

The maximum deadline for the execution of the works shall be 02 (two) months from the• date of issue of Service Order for the commencement of works.
Each bidder shall include in their administrative documents a bid security (in contbrmity with the model given il the annex) amounting FCFA 260,090 (two hundred and sixty thousand francs).
The bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (sec list in the annex).

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on 31/03/2021 at 11.00 a.m., local time by the SOWEDA Internai Tenders Board in the SOWEDA Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
13.1: Eliminatory Criteria
v Absence of a bid bond
v Absence or non-conformity of an administrative document within 48hours after bids opening
v False declaration or falsified document
v Uncertified diploma(s) of personnel
v Financial capacity below 50% of the amount of the project;
- Absence of declaration of non-abandonment of a public contact during the hast three years;

Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.
The contract shah be awarded to the bidder with the least financial offer alter having qualified administratively and technically.
Bidders will remain coinmitted to their offers for a period of 90 days from the deadline of submission of tenders
