Within the framework of the Public Investment Budget 2021, the Mayor of LIMBE III Council, Contracting Authority, hereby launches an Open National Invitation to tender for completion of Bonabile road with pavement/ concrete in Limbe III Municipality
The works comprise the following:
- Grading and opening of earth gutters
- Recharging with borrowed granular material including profiling and compaction
- Cleaning and repairs of existing stone gutters
- Demolition of existing stone gutters
- Construction of stone gutters
- Construction of cover slab of 15 cm thickness dosed at 350 kg/m3
- Construction of the runway with reinforced concrete dosed at 350kg/m3 and a thickness
of 12cm on two tracks of 2m width each along the whole road
- ESTIMATED COST:
The estimated cost after preliminary studies is Thirty six million, eight hundred and seventythree thousand (36 873 000) FCFA all taxes inclusive for each of the lots.
Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.
Works which form the subject of this invitation to tender for both lots I and II, shall be financed by Public Investment Budget of the 2021 financial year, budget head

The complete tender file may be obtained from the office of the Private Secretary to the Mayor of LIMBE III Council as soon as this notice is published against a payment of a non refundable sum of Thirty-five thousands (35.000) FCFA payable at the LIMBE III Council Treasury
Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of LIMBE III Council not later than 05/04/2021 at 10AM and should carry the inscription
The maximum execution deadline provided for by the Contracting Authority shall be Three (03) months
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l’Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: Seven Hundred Thirty-Seven Thousand Four Hundred and Sixty (737,460) FCFA per lot with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

“To be opened only during the bid opening session”. not later than 05/04/2021 at 10AM and should carry the inscription
The bids shall be opened in a single (01) phase on the 05/04/2021 at 11AM local time by the Tender Board of the Contracting Authority in LIMBE III Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
The eliminatory criteria are identified as follows:
v Absence of a bid bond or false bid bond in the Administrative file;
v Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;
v Execution time greater than that prescribed in the Tender that is 3 months
v False statement or Falsified documents in the Tender Files;
v Omission in the financial offer of a quantified unit price
v Presence on MINMAP’s list of Enterprises which abandoned the execution of contracts;
v Technical marks less than 70%
v Absence of attestation of site visit signed by the Mayor of the LIMBE III Council

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
