Within the framework of the execution of the 2021 state budget, the State of Cameroon represented by the Mayor for Nwa Council hereby launches an open national invitation to tender For the installation of solar street lamps at the Finkwi quarter to the commercial street Nwa Town, Nwa Sub-Division, Donga-Mantung Division, North West Region 

Work to be done consists of

ü  Site installation, Studies and site clearance

ü  Production of the working documents

ü  Environmental mitigation measures

ü  Single head solar street light

ü  Supply and install  galvanized stainless steel poles of 8m implanted in a concrete base

ü  Supply and install a COB light-emitting diode (LED) of 60W

ü  Supply and install a solar panel of 200Wp

ü  Supply and install a battery of 12/200Ah

ü  Supply and install a controller of 10A

ü  Fabrication and placing of reinforced concrete for anchor including bolts dosed at 350kg/m³

ü  Double head solar panel street light

ü  Supply and install  galvanized stainless steel poles of 8m implanted in a concrete base

ü  Supply and install a COB light-emitting diode (LED) of 60W

ü  Supply and install a solar panel of 200Wp

ü  Supply and install a battery of 12/200Ah

ü  Supply and install a controller of 10A

Fabrication and placing of reinforced concrete for anchor including bolts dosed at 350kg

The estimated cost after preliminary studies is Twenty million (20,000,000) fcfa

Participation in this invitation to tender is open to competent Cameroonian enterprises that are in compliance with the fiscal laws.

The said works shall be financed as per the programmed budget of the 2021 Public Investment Budget (PIB 2021) of the Republic of Cameroon under the Ministry of Water Resources and Energy assigned to the Nwa town.

The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the NWA COUNCIL TOWN HALL and the Divisional Delegation of MINMAP and ARMP.

The file may be obtained from the Nwa Council Tel: (237) 676018266 as soon as this notice is published against payment of a non-refundable sum of forty thousand (40,000) CFA francs, payable at the Nwa Council Treasury.

Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in Seven (7) copies, that is one (01) original and six (06) copies labelled as such. These shall be submitted in one sealed external envelop containing three (3) envelopes, that is, Envelope A: Administrative Documents, Envelope B: Technical Documents and Envelope C: Financial Documents. The sealed external envelop shall bear no information about the company and shall be deposited at the Nwa Council Town Hall in the Service in charge of the award of contracts not later than 8^th April 2021, at 10am local time.Note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic.The sealed external envelop shall bear the following inscriptions:

OPEN NATIONAL INVITATION TO TENDER

No. 01/ONIT/MINDEVEL/NWR/DMD/NC/NCITB/2021 of 10^th March 2021

FOR THE INSTALLATION OF SOLAR STREET LAMPS IN FINKWI QUARTER TO THE COMMERCIAL STREET NWA TOWN, NWA SUB-DIVISION, DONGA MANTUNG DIVISION, NORTH WEST REGION

 (To be opened only during the bids opening session)

The maximum duration for the execution provided for by the Contracting Authority shall be Three months (90 calendar days) with effect from date of notification of the Service Order to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and the list of which is found in document No. 12 of the Tender File, of an amount of four hundred thousand (400,000) francs CFA, and valid for thirty (30) days beyond the date of validity of bids.

Under risk of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months as at the date of submission of bids or established before the signature of the tender notice. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in a single phase, in the NWA COUNCIL TOWN HALL, on 8^th April 2021 at 11:00am. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bids opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected.

Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
 

A.   Eliminatory criteria
1.     -Absence or non-conformity of a document in the administrative file, and not submitted within 48 hours on request.
2.     -Deadline for delivery higher than prescribed;
3.     -False declaration or falsified documents;
4.     -Absence or insufficient bid bond;
5.     -A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6.     -Incomplete financial file;
7.     -Omission of a unit price;
8.     –Technical score less than 80%  of  the  essential criteria;
 
B.   Essential criteria
1-    General presentation of the tender bids;
2-     Financial capacity;
3-    References of the company in  similar domain;
4-    Quality of the personnel; 
5-    Technical organization of the works;
6-    Attestation and report of site visit;
7-    Logistics;
8-    Special Technical Clauses initialed in all the pages and signed on the last page;
Special Administrative Clauses completed and initialed in all the pages and signed on 

This evaluation shall be done using the binary method of either (YES) or (NO) with an acceptable minimum technical score of at least 80% of the essential criteria taken into account.The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied a 100% score of the eliminatory criteria and at least 80% score in the essential 

Bidders shall  remain committed to their offers for a period of ninety (90) days from the last date of submission of tenders, that is, the tenders shall be valid for 90 (ninety) days with effect from their submission deadline.
