The state of Cameroon represented by the Mayor of BAFUT Council, the Contracting Authority, hereby launches an open National invitation to tender For the Construction of an  Integrated Health Center in Akossia, Bafut Subdivision of the Mezam Division, North West Region.

The works include the following:

- Setting up the work site;

- Main work;

- Secondary works

The estimated cost after preliminary studies is: 35,000,000 (Thirty five million) FCFA

Work which forms the subject matter of this jobbing order is in one lot: Construction of the Akossia Integrated Health Center

Participation in this invitation is open to registered qualified Contractors of the Republic of Cameroon with financial ability, technical and professional expertise in public works and construction.

Theworks, subject of this invitation to tender, is financed by the Public Investment Budget of MINSANTE2021, budget head No. 40-531-07-641611-2811-222104-2004

The Tender File may be consulted at the BAFUT Council, within working hours from 7:30am to 3:30pm

The tender file may be acquired from the Bafut Council upon presentation of a non-refundable treasury receipt ofsixty thousand Francs(60000) FCFA payable at the Bafut Municipal treasurybearing the name of the company.

Each offer or bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such in accordance with the prescriptions of the tender file should be submitted at the BAFUT Council not later than 03/03/2021at 10 am local time and should carry the inscription:

   “To be opened only during the bid-opening session”

The offers or the bids brought after the stipulated deadline shall not be received.

The maximum execution deadline shall be three (03) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the service order to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 13 of the Tender File, of an amount of Seven hundred thousand(700,000FCFA) and valid for thirty (30) days beyond the date of validity of bids

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

 Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. .

The opening of bids in one phase shall be done on 03 /03/2021At 11.00 a.m. in the Conference Hall of the BAFUT Councilinternal tenders board.

Only bidders may attend or be duly represented by a person of their choice who has full knowledge of the file.

The opening of administrative documents and the technical and financial bids (technical and financial if the opening is single-phased, technical only if the opening is double-phased) 

Evaluation criteria

The evaluation of the bids shall be done in three (03) steps:

• 1^st step: Verification of the conformity of the administrative file;
• 2^nd step: Evaluation of the technical file;
• 3^rd step: Analysis of the financial file.

1. i.                    Eliminatory criteria

Eliminatorycriteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.

They refer especially to:

¨       Absence of or insufficient bid bond and 48hrs given for absence or non conformity of any other document in the administrative file

¨       False declaration or forged document

¨       Deadline for delivery higher or greater than the prescribed

¨       Non-respect of at least 75% of the essential criteria

¨       Absence or change of of quantified unit price)

¨       Incomplete financial file

¨       Financial situation below one-third of the estimated cost

¨       Non completion of any project in the past years

¨       A bid with external envelop carrying a mark or sign leading to the identification of the bidder

a. General presentation of Tender

c. References of the company in similar works

d. Quality of personnel

e. Technical organisation of works

f. Safety measures on the site

g. Logistics

h. Attestation of report of site visit

i. Special technical clauses initialled on all pages and last page signed

j.Special administrative clauses initialled on all pages and last page signed

This evaluation will be done in a purely positive way (yes) or negative(no) with an acceptable minimum of at least 75% of the essential criteria taken in account.

The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75%of the essential criteria.

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
