Within the framework of the 2021 Public Investment Budget, the Mayor of Limbe II Council on behalf of the Minister of Housing and Urban Development launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF FORTY (40) SOLAR LIGHTING POINTS IN LILMBE IISUB DIVISION - FAKO DIVISION
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (Document V, Page 52)
The estimated costs after preliminary study is 61,500,000 (sixty-one million five hundred thousand) FCFA
The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2021 financial year; Budget Head No: 55 38 497 02 641931 2254 821
Interested eligible bidders may obtain further information during working hours (7:30am to 3:30pm) as from the date of publication of this tender notice, at General Secretariat – LIMBE II COUNCIL.
The complete tender file may be obtained from the Limbe II Council upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of: 80,000 (eighty thousand) FCFA at the Municipal Treasury of Limbe II Council.
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach Limbe II Council on 06/04/2021 at 10 am local time and labeled.

The maximum period provided for the execution of the works is fixed at three (03) months.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l’Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of: 1,230,000 (One million two hundred and thirty thousand) FCFA.
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach Limbe II Council on 06/04/2021 at 10 am local time and labeled.

The bids shall be opened in a single (01) phase on 06/04/2021 at 11 am local time by the Limbe II Council Internal Tender Board in the Conference Hall, located at the Limbe II Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.
15.1: ELIMINATORY CRITERIA
Bids shall be rejected when:
1- It lacks bid bond in Administrative document;
2- The technical score is less than the minimum required;
3- Failure to present documents in Administrative file within 48 hours after opening of bids
4- It has any fake or forged document;
5- Absence of quantified unit price.
6- Noncompliance with the model bid documents (Documents 9 and 10).
7- It carries any false information.
8- Enterprise has any abandoned project
15.2: MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates will indicatively be on the following:
1- Turnover at least: 45,000,000FCFA Yes/No
2- Attestation of solvency from a recognized bank not less than 30,000,000FCFA Yes/No
3- Enterprise’s references Yes / No
4- Methodology Yes / No
5- Availability of material and essential equipment Yes / No
6- Experience of supervisory staff Yes / No
- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.
- Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
