Within the framework of the 2021 Public Investment Budget, the Lord Mayor of Limbe II Council on behalf of the Minister of Decentralization and local development hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF AN ATTRACTION PARK WITH A COMMUNITY FIELD AND GRANDSTAND AT MUKUNDANGE BEHIND THE LIMBE II COUNCIL OFFICE.(PHASE II)
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications
: The estimated costs after preliminary study is 40 351 423 FCFA
The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2021 financial year; Budget Head No: 55 27 461931 2220
Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Limbe II Council
The complete tender file may be obtained from the Limbe II Council upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of: 50,000 FCFA at the Limbe II Municipal Treasury. (7:30am to 3:30pm)
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor’s Office Limbe II Council on 06/04/2021 at 11:00 am local time and labeled.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l’Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of : 807 013 FCFA.

OPEN NATIONAL INVITATION TO TENDER

FOR THE CONSTRUCTION OF AN ATTRACTION PARK WITH A COMMUNITY FIELD AND GRANDSTAND AT MUKUNDANGE BEHIND THE LIMBE II COUNCIL OFFICE. (PHASE II
The bids shall be opened in a single (01) phase on 06/04/2021 at 12 noon local time by the Limbe II Council internal Tender Board in the office of the President, located at the Limbe II Council building. Only bidders may attend or their duly accredited representatives with Power of Attorney.
: ELIMINATORY CRITERIA
Bids shall be rejected when:
1- There’s absence of bid bond
2- There’s any fake document, False declaration or forged document
3- There’s absence of quantified unit price
15.2: MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates will indicatively be on the following:
1- Turnover at least: 40,000,000 FCFA Yes / No
2- Attestation of Solvency from a recognized bank not less than 30,000,000 FCFA Yes / No
3- Enterprise’s references Yes / No
4- Methodology Yes / No
5- Availability of material and essential equipment Yes / No
6- Experience of supervisory staff Yes / No
NB: Non-respect of two (02) of the Qualification criteria shall entail rejection of the bid.
- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.
Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
Complementary technical information may be obtained from the Mayor’s Office Limbe II Council; from Monday to Friday between 7.30 am and 3.30pm.
