1.Objet New(Additif)

Within the framework of the 2021 Public Investment Budget, the Senior Divisional Officer for Fako, Delegated
Contracting Authority, on behalf of the Minister of Secondary Education hereby launches an Open National Invitation to
Tender by FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS AT GHS BATOKE,
LIMBE. FAKO DIVISION

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (

3.Cout Prévisionnel New(Additif)
  1. 3.                     The estimated costs alter preliminary studies is twenty two rnillion(22 000 000) FCfa
4.Participation et origine New(Additif)

The tender is open to duly Iegalized Cameroonian Enterprises that fulfill the requirements of this invitation to tender.

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2021 financial year; Budget Head No: 55 25 01 5619323 2222

6.Consultation du Dossier New(Additif)

Inerested eligible bidders may obtain further information during working hours (7;30 a.m. to 3;30 p.m.) as from 05/03/2021, date of publication of this tender notice, at the Divisional Office Fako, Limbe

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Divisional Office Fako upon presentation of a treasury receipt attesting the payment of a non-refundable sum of 40 000 (Forty Thousand) at the Divisional Treasury Limbe, during working hours (7:30am to 3:30pm)

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach Divisional Office Fako on the 29/03/2021, at 10:00a m local time and labeled.

9.Delai de Livraison New(Additif)
  1.               The maximum period provided for the execution of the works is fixed at three (03) months.
10.Cautionnement Provisoire New(Additif)

Each bidder must include in h is/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document II of this tender file of an amount of four hundred and forty thousand (440 000)fcfa.

11.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach Divisional Office Fako on the 29/03/2021, at 10:00a m local time and labeled.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the 29/03/2021at 11:OOam local time by the Fako Divisional Tenders Board in the office of the President, located at the Former Limbe I Council Building. Only bidders may attend or their duly accredited representatives with Power of Attorney

13.Critères d'évaluation New(Additif)

ELIMINATORY CRITERIA

1-      There's absence of bid bond in administrative document

2-      Failure to present missing document in administrative offer 48 hours after opening

3-      There's any fake document, False declaration or forged document

4-      There's absence of quantified unit price

15.2: MAIN QUALIFICATION (ESSENTIAL) CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1-    Turnover at least: 22,000,000 FCFA                                              Yes / No

2-    Attestation of Solvency from a recognized bank net less chan 15,000,000 FCFA Yes / No

3-    Enterprise's references                                                            Yes / No

4-    Methodology                                                                         Yes / No

5-    Availability of material and essential equipment                                    Yes/No

6-    Experience of supervisory staff                                                        Yes / No

NB: The marking seule for offers by scoring of points is banned in favor of the binary method (Yes or No).

14.Attribution New(Additif)

- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.

16.Renseignements Complémentaires New(Additif)
