The services of this contract include a unique “lot” to the deliverance of a MOTOR POOL INSURANCE POLICY for LABOGENIE 2017 financial year in conformity with the terms of Reference attached to invitation file.

Services which form the subject of this invitation to tender shall be financed by the Program budget 2017.

For the subscription of a motor pool INSURANCE POLICY
BY LABOGENIE FOR 2017 FINANCIAL YEAR
The maximum execution deadline provided for by the Contracting Authority is twelve (12) months from the date the Services Order is signed and issued to the Insurer.

- Each bidder must include in his administrative documents, a bid bond issued by a first rate bank approved by the Ministry in charge of Finances for an amount of F CFA 300 000 and valid for 30 (thirty) days beyond the validity of the offers.
- Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers) of the administrative documents required must imperatively be produced in accordance with Special conditions of the invitation to tender. They must obligatory not be older than three (3) months, or must not have been established after the signing of the tender file.
- Any offer not in conformity with the prescription of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in-charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.
The opening of the administrative documents and the technical offers on 08/02/ 2017 at 12.30 o’clock local time by the Tenders Board of Contracting Authorities of LABOGENIE in the conference Hall located at Head Office premises in Yaoundé.
Only bidders may attend or be duly represented by a person of their choice with required legal authority and well informed on the file.
The opening of financial offers will take place later after the analysis of administrative & technical offers, and only bidders with a total score that is superior or equal to 80/100 are qualified for the financial appraisal.
11- MAIN ELIMINATORY CRITERIA
The eliminatory criteria of the present invitation to tender are as follows:
- Falsified documents or false declarations ;
- Absence of administrative documents ;
- Absence of bid bond issued by a first class bank;
- Absence of CIMA Agreement ;
- Absence of ASAC Agreement;
- Technical score lest than to (80) eighty points on (100) hundred.
12- MAIN EVALUATION CRITERIA
Technical offers will be evaluated over (100) one hundred points as detailed by the criteria and sub-criteria in the Special Condition of the Invitation to tender.
SELECTION METHOD OF INSURER
The insurer shall be selected by the “best bidder” selection method in accordance with the procedures described in this Tender File.
Each bidder shall remain committed to his offer for ninety days (90) from the deadline set for the submission of tenders.
