Within the framework of the conservation of samples originating from oil and gas wells, the Executive General Manager of the National Hydrocarbons Corporation (SNH), hereby launches an Open International Invitation to Tender for the supply and installation of equipment at the Centre for the Storage of Samples originating from 011 and Gas Wells at Mbanga Bakoko in Douala - Wouri Division - Littoral region - Republic of Cameroon.
In execution of its missions, as empowered by the State of Cameroon, the National Hydrocarbons Corporation has constructed a Centre for the Storage of Samples originating from Oil and Gas Wells (CSEF) at Mbanga Bakoko in Douala to conserve on the same site, all geological collections originating from ou and gas wells drilled in Cameroon.
The services under this Invitation to Tender include the supply and installation of handling equipment, storage, indexing, shelving, sampling and viewing equipment and materials for the specialised rooms of the Technical building of the Centre for the Storage of Samples originating from Oil and Gas Wells (CSEF) at Mbanga Bakoko Douala.

Participation in this Invitation to Tender is open to enterprises or groups of enterprises specialised in the construction of shelve for storage warehouses.
The services under this invitation to tender shah be financed by the Budget of the National Hydrocarbons Corporation for the 2017 Fiscal Year.
The estimated cost of the services is 450 000 000 CFAF.

The tenders shall be submitted against an acknowledgement of receipt and labelled as follows:

The time limit set by the Project Owner for the execution of ail works is ten (10) months.
Each bidder must include in their administrative documents, a seven million (7 000 000) CFA Francs bid bond issued by a 1st class bank or a financial institution empowered to issue tender bonds within the framework of public contracts.
The validity period of the bid bond is one hundred and twenty (120) days from the deadline for the submission of tenders.
Under penalty of bel/1g rejected, the required administrative documents must be submitted in original copies and true copies certified by the issuing services or competent administrative authorities.
They must be dated less than three (03) months prior to the deadline for the submission of tenders.
Any tender not in compliance with the prescriptions of this Notice and Tender File shall be declared inadmissible, notably failure to produce a bid bond or to comply with the model documents of the Tender File.
The tenders shah be opened in one phase.
The administrative, technical and financial bids shah be opened on 21st March 2017, at 2.00 pm local time, by the Internai Tenders Board of the National Hydrocarbons Corporation. Only bidders or their duly empowered representatives with perfect knowledge of the tender they stand for may attend the opening session.
The evaluation of financial bids shah take place foIlowing the analysis of technical bids, only for tenders that have not been eliminated and which have complied beforehand
with at least seven (07) of the eleven (11) sub-criteria of the essential criteria mentioned in the Specific Regulations of the Invitation to Tender.
The tenders will be evaluated on the basis of the following criteria:
- Eliminatory criteria a. Incomplete administrative file; b. False statements; c. Execution time longer than the maximum time limit prescribed above ; d. Non-compliance of the technical offer, with at least seven (07) of the even (11) sub-criteria of the essential criteria mentioned below. e. Non conformity of services proposed with the terms of reference.
• Essential criteria a. Methodological approach (4 sub-criteria);
b. Quality of materials and equipment proposed (1 sub-criterion) ;
c. Proposai for the maintenance of equipment (1 sub-criterion); and
d. Proposal for the shipment of equipment and materials (1 sub-criterion);
e. Pertinent technical experience of the enterprise in the execution of similar projects lower than the minimum required (1 sub-criterion);
f. Evidence of the financial capacities to carry out the project lower than the prescribed turnover;
g. Qualification and work experience of the project manager lower than the minimum prescribed (2 sub-criteria).
