Within the framework of the 2019 Public Investment Budget, the Mayor of Ebone Council, Contracting Authority and Building Owner, hereby launches on behalf of Ebone Council, an Open National Invitation to Tender for the rehabilitation works of NKOUNDOU Integrated Health Center in Nlonako Subdivision, Moungo Division.

The services of this contract include:

• Preparat or y work - studies;
• masonry work;
• frame - roof;
• wood and metal carpentry;
• sanitary plumbing;
• electricity;
• coating-painting-glazing;
• roads and various network – sanitation.

The estimated cost all taxes included of the operation following prior studies stands is 10 500 000 (ten millions five hundred thousand francs) F CFA.

Works object of this present invitation to tender are in one lot.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2021 financial year; Budget Head No. 5540531076414032221611

The maximum time allowed provided for the execution of works object of this invitation to tender is Four (04) months.

Each bidder must include in his administrative documents, a bid bond of 210 000(twenty hundred ten thousand) francs CFA issued by a first rate-bank approved by the Ministry in charge of Finance featuringonthelistindocument13ofthetenderfileand valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority(Senior Division al Of ficer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared in admissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase on 15 Avril 2021 in the Deliberation Room of Ebone Council.
The opening of administrative documents and technical and financial offers will take place on 15 Avril 2021. At 011 AM by the Internal Commission of Contracts A Ward at tached to the Contracting Authority in the Deliberation Room of Ebone Council.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

Evaluation criteria are: eliminatory criteria and essentials criteria. 
Eliminatory criteria
We have:

• File (administrative, technical and financial) incomplete or absence of a piece or non-conformity at the opening of tender;
• Lack of sub-detail of a quantified price;
• Technical note less than 40/45 ;
• Omission in the financial offer of a quantified price of the estimate;
• Have a BIP project for fiscal year 2020 running  
• Absence of a piece in financial offer;
• To be among company forbidden of public command;
• Technical offer incorporating financial information;
• Misrepresentation, falsified or scanned documents in place of the certified or original copies in the technical offer;
• Absence of the certificate of site visit signed on the honor by the tenderer;
• Exhibit certified or signed by an incompetent person;
• Absence in technical offer of honor declaration of none abandon of contract by the tender during the last three (03) years. 

Essentials criteria

• The principal criteria relatives on qualification of candidate will carry on:
•  Turnover for the last  three(03) fiscal years (2018-2020);
• Access to a line of credit or other financial resources;
• The references of the company;
• The availability of essential equipment and materials;
• The experience of management / key personnel;
• Experience in construction work;

Notation scale 

The criteria relating to the qualification of candidates could indicatively be on the following:

Only bids of which technical propositions shall obtain a mark above or equal to 40/45 of scale will be admitted to financial analysis. 

The contracting authority will attribute the contract to the tendered of which the offer has been declare conform for the essential to the bid invitation file and who dispose technical capacity and financial capacity to execute the contract in a satisfactory manner and who’s the offer have been evaluated the least-saying.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
