This is in strict respect following instruction reference N° 003297/N/MINMAP/SG/CERD/ST/MSC from His Excellcncy the MinisterDelegate at the Presidency in eharge of Public Contracts, in which he exceptionally authorized are-launchbyemergency procedure.
