The General Manager of the Douala Gyneco-Obstetric and Pediatric Hospital launches this National Invitation to tender through emergency procedure for the supply of drugs for the Douala General Hospital.
The services related to the present invitation to tender are for the supply of drugs whose nature is described as indicated in the Supply Description.
The estimated all tax inclusive cost of the supply is hundred million (100 000 000) F CFA. This amount will be supported by the DGOPH budget, line N° 202152610730067610301.
The supply is comprised of two (02) lots.

Participation to the present Invitation to tender is opened to contractors based in Cameroon and that are agreed by the Ministry of Public Health.
The services concerned by this invitation to tender shall be financed by the Current Budget of the Douala Gyneco-Obstetric and Paediatric Hospital, financial year 2021, on the budgetary head N° 202152610730067610301.

Each offer drafted in English or French in seven (07) copies including one (01) original and 06 (six) photocopies marked as such, should reach the Public Contract Service of the Douala Gynaeco-Obstetric and Paediatric Hospital (DGOPH), PO Box: 7 270 Douala tel: 233 504 300/233 504 309, not later than the 23/04/2021 at 12 noon local time, and should bear the inscription:

The delivery deadline of the instruments is forty five (45) days from the date of notification of the service order.
Each bidder must attach to his administrative documents, a bid bond established by a bank of first order or an insurance company approved by the Ministry in charge of finance whose list appears in part 10 of the tender file, of an amount of:

To avoid rejection, the administrative documents required, must be produced in originals or certified true copies issued by a competent administrative authority (Senior Divisional Officer, Divisional Officer) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (03) months from the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the regulations of the Tender file shall be declared inadmissible. In particular the absence of a bid bond issued by a well acclaimed bank or insurance company approved by the Ministry of Finance.
The opening of the bids will be done in one phase.
The opening of the administrative technical, and financial documents will take place on the 22/04/2021 at 1 p.m. prompt, local time by the Internal Tenders board for the award of public contracts of the Douala Gynaeco-Obstetric and Paediatric Hospital, in the conference room of the aforementioned Hospital.
Bidders only are permitted to attend this session, or be duly represented by a person of their choice who at least have a perfect knowledge of their offers.

The evaluation will first be done on the eliminatory criteria then on the essential criteria. The contract will be awarded to the bidder whose offer will comply with OIT and with the technical and financial capacities in order to supply the furniture in the best way and proposing the lowest financial offer including where necessary the proposed discounts and having scored at least 6 out of 7 yes.
Bidders shall be bound by their bids for ninety (90) days from the deadline set for the submission of bids.
