1.Objet New(Additif)

Within the framework of the Public Investment Budget, Fiscal Year 2021 the Mayor of Douala III Council (Project Owner), hereby launch e san Open National Invitation to tender, according to the procedure of urgency, FOR THE REHABILITATIONOF  ROAD; CEAC – CHEFFERIE NGODI BAKOKO  IN DOUALA III COUNCIL- WOURI DIVISION

2.Consistance des prestations New(Additif)

The works, which mainly include the following in  exhaustive list of operations:

  • The installation site;
  • Preliminary work;
  • The general earthworks;
  • Road works;
  • Construction of gutter…
3.Cout Prévisionnel New(Additif)

With a Budgetary provision of 16.000 000  (sixteen millions ) francs CFA.

4.Allotissement New(Additif)

 The works, subject to this Invitation to Tender are combined in one (01) single lot.

5.Participation et origine New(Additif)

Participation in this invitation to tender is open to all enterprises of Cameroonian nationality practicing the same craft and possessing the required Administrative, Financial and Technical capacities.
Participation of companies in the form of a consortium or outsourcing in accordance with existing regulations is allowed.

6.Financement New(Additif)

The works which form the subject of this invitation to tender are financed by the Public Investment Budget for the 2021 Financial Year, with a Budgetary provision of 16.000 000  (sixteen millions ) francs CFA.

7.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Douala III city council, Secretariat General (Secretariat de la Commission Interne de Passation des Marchés Publics) CIPM, as soon as this notice is published.

8.Acquisition du Dossier New(Additif)

The file may be obtained during working hours from the Douala III city council, Secretariat General (Secretariat de la Commission Interne de Passation des Marchés Publics) CIPM as soon as this notice is published, against presentation of a payment receipt of a nonrefundable sum of  twenty five thousand (25 000) francs CFA, paid into the treasury of Douala III council.

9.Remises des offres New(Additif)

The bids must, under penalty of being rejected, be in conformity with the prescriptions of the rules and regulations in force; particularly with article 90 of the Public Contract Code, and articles 20 to 24 of the General Conditions of the Tender File. Each bidder must produce his bid in seven (07) copies including one original and six (06) copies. Each bid must be drafted in English or in French, and presented in a single package containing three sub-bids (one for the Administrative volumes, one for the technical volumes, and one for the financial volumes), The single package must be closed and sealed and bear the following sole inscription:

10.Delai de Livraison New(Additif)

The delivery deadline provided by the Project Owner for the realization of the works is three (03) months as from the date of notification of the Service Order including the starting date of works or on the date indicated in the Service Order.

11.Recevabilité des Offres New(Additif)

Under pain of being rejected, each offer should reach, not later than the 30th/04/2021 at 2 PM prompt, local time, the Douala III city council, Secretariat General (Secretariat de la Commission Interne de Passation des Marchés Publics) CIPM. 
Each bidder must include in his Administrative documents, under penalty of his offer being rejected, a  bid  bond of an amount of  three hundred twenty  thousand  (320 000) CFA francs issued  by  a  first  rate-bank approved  by  the  Ministry  in  charge  of  Finance. This bid bond must be valid for one hundred and twenty (120) days beyond the first deadline set for the validity of offers. 
Under penalty of being rejected, the other required Administrative documents must imperatively be produced only in originals or in true certified copies certified, by any competent authority in accordance with the laws in force. 
They must obligatorily not be older than three (03) months before the dead line set for the submission of bids, or must not have been produced after the date the Invitation to Tender Notice was signed. 
Any offer not in conformity with the prescriptions of this notice and Tender File Document shall be declared inadmissible. Especially, the absence of a bid bond issued by a first rate-bank, or the non-respect of the models of the Tender File Documents, shall lead to a pure and simple rejection of the offer.

12.Ouverture des Plis New(Additif)

The opening of bids (bids, sub-bids and sub-packages) shall be done in one (01) phase, in the meeting room at the Douala III city council, first floor, on the 30th/04/2021 at 3PM, local time, by the Internal Tenders Board, in the presence of bidders or in the presence of their duly designated person representatives. 
Reading the eventual rebates indicated in article 25.3 of the General Conditions of Invitation to Tender is obligatory, in the same forms as those of the financial bids and of all previously cited elements.
The bidder must take all useful measures in order to be sufficiently represented in the bid opening sessions, so that he shall valuably defend his offer and his rights.

 

13.Critères d'évaluation New(Additif)

The evaluation of offers must be done in the three levels (administrative, technical and financial), through the Eliminatory Criteria, and through the Main Qualification Conditions laid via binary method of “Yes” or “No”. 

Particular eliminatory Criteria:

In addition to the cases of the offer’s elimination or inadmissibility already mentioned through this tender file, all offers subject to the following cases shall equally suffer elimination or inadmissibility.

-          The absence of one administrative document; (within 48h)

-          The non-conformity of the technical offer with the specifications of the Tender File Document;

-          The presence of fake documents or false declarations of honor of non-failure in the execution of former public contracts;

Main qualification criteria: 

The evaluation of technical offers shall be based on the main qualification criteria stated here-in-after, with more with more details in the tender file (notably Particular Regulation of the Tender call):

    1   Presentation of the offer

Bidder’s general references in this domain;

3

Qualification of supervisory personnel;

    4.

Availability of essential equipment and materials;

5

Methodology (organization, planning, realization, …), adopted in executing works;

    6.

Financial capacity.


a.  Technical qualification and financial evaluation Conditions.

The non-respect of one of last five (05) criteria should cause the elimination of the offer. Each criteria shall be validated following satisfaction of a minimum of: 

-       50%, for criterion with 2 sub-criteria ;

-       66%, for criterion with 3 sub-criteria ;

-    75%, for criterion with more than 3 sub-criteria 

Financial evaluation:

The financial evaluation will be based on the corrected amount of the bidder’s offer. It will consist in the analysis of the coherence in prices, as well as the verification of the calculations and the totals, and all the related prescriptions. It will involve the analysis of the technical and financial coherence of the offer and of prices proposed.

14.Attribution New(Additif)

At the end of the different deliberations, the award of the contract shall be done to the bidder having presented offers in conformity, administratively, technically, financially, and evaluated as being financially the lowest bid.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their offers during ninety (90) days, from the initial deadline set for the submission of tenders.
