In a bid to make a restricted list of Consultants that are to participate in Restricted National Invitations to Tenderin view to draft theComputer Master Plan, the Director of the National Printing Press, Project Owner, hereby launches a Request for Manifestation of Interest directed to interest Audit Firms.
This Request for Manifestation of Interest aims at the pre-qualification of Audit Firms that are to participate in Restricted National Invitations to Tender(RNIT) in order to draftaComputer Master Plan.
The services expected include:
- Diagnosis audit of the computerization of the information system of the National Printing Press as concerns the following technical, job, organizational and economic aspects;
- Highlight of the general directives to develop the computer system of the National Printing Press ; development strategies of the target system;
- Definition of the computer system target;
- Financial and time-based definition and evaluation of projects inherent to the implementation of target computer system;
- Assistance to Acceptance Operations (AOR).

TO SELECT AUDIT FIRMS FOR THE DRAFTING OF THE COMPUTER MASTER PLAN OF THE NATIONAL PRINTING PRESS”

Bids will be opened on 20th/02/2017 at 11 a.m. in the conference room of the Directorate of the National Printing Press in Yaoundé.
Interested candidates should submit a bid in two (02) volumes as follows:
3.1- Volume 1 (Administrative bid)
Volume 1 will contain the following administrative documents (originals orcertified true copies less than three months (03) old and valid for the ongoing financial year) :
a- A coverletter duly dated and signed by the candidate ;
b- A certified copy of the valid business license;
c- The original of the attestation of non-bankruptcy issued by the Court Registry of the Court of First Instance of the place of domiciliation ;
d- The original of the Attestation signed by the General Manager of the National Social Insurance Fund orby one of its representatives duly authorized, certifying that the applicant is up to date with his contributionand specifying the subject of the bid.
It should be specified that the absence or non-validity of one of the above mentioned documents will lead automatically to the elimination of the candidate.*
3.2 Volume 2 (Technical bid)
The Audit Firm shall describe his way of understanding the mission, the methodology and work schedule in a technical bid which will include namely;
a) A summary specifying notably the understanding of the job ‘s Terms of Reference (TOR) ;
b) A detailed presentation of the methodology proposed ;
c) A detailed presentation of the applicant, with reference to certification (according to international standards) of the Firm;
d) Experience of the Firm: any experience mentioned must be backedby a an Attestation of Proper Completion issued by the beneficiary Institution with signatures and official stamps ;
e) A brief presentation of Experts proposed and their detailed Curricula Vitae ;
f) The duration and execution planning ( GANNI diagram) ;
g) The technical bid shall belabeled in seven (7) copies including one (1) original and six (6) copies labeled as such.
In addition, the personnel of the Audit Firm should speak and write fluently French or English and should have an average level in one of the two official languages. Among other things, it will be in charge of the coordination of control mission activities. A copy of the certificate and a declaration to prove that the expert really has such experience, by mentioning the projects conducted to help him meet those criteria (name of Project, country, dates, service in charge, funding body) shall be attached to the Curriculum Vitae.
The list of personnel will contain the following documents of less than three (03) months old for each expert
a) Curriculum vitae dated and signed with photograph ;
b) Certified true copy of the certificate;
c) Definition and position of each personnel proposed ;
d) Attestation of availability.
The non-provision or not accepting of one of the documents mentioned above will lead to a zero mark for the Audit Firm considered.
3.2.2- Logistics, technical and equipment means of the Audit Firm
The candidate should show proof that he owns logistics, technical and equipment means necessary for carrying out the mission.
* Logisticmeans with supporting documents of ownership: (certified copies by relevant authorities,car registration document or bills)
*Communication means (telephone, fax, Internet, etc.).
* Computer and office equipment (Computer, printer, scanner, software, photocopier, etc.) available at the head office of the Audit Firm.
1- Reference of the Audit Firm
During the consultation phase, the promoter’s experience or of one technical official will be taken into account in the evaluation of the references same as the one thatconsultant might have acquired individually or within a Firm, following Circular Letter No. 002/CAB/PM of 31 January 2011 relating to the improvement of the performance of the Public Contracts system.
