Within the framework of the 2021 Public lnvestment Budget, the Lord Mayor of Limbe I Council on behalf of the MINISTRY OF WATER AND ENERGY RESOURCES hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE

CONSTRUCTION OF BOREHOLE EQUIPPED WITH MANUAL PUMP AT MOKEBA FARMS - LIMBE I MUNICIPALITY

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

1.             The estirnated costs after preliminary study is 8,000,000 (Figlit FCFA

The tender is open to duly legalized Carneroonian Enterprises that fulfill the requirements of titis invitation to tender.

The works which form the subject of this invitation to tender shah be financed by Public investment Budget of the 2021 financial year, Budget Head

Interested eligible bidders may obtain further information during working hours 7:30 am - 3:30 pm as from the 23/03/2021, at the Limbe I Court-cil Municipal Treasure's Office.

File complete tender file may be obtained from the Limbe I Coomcil upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of= 15,01$ (Fifteen Thousand) FCFA al the Limbe I Municipal %mua> (7:30am W 3:30pm).

Each bid drafted in Lnglish or French in seven (07) copies including one original and six (06) copies marked as such, should reach the Mayor's Office Limbe I Count-il on or before the 16/04/2021 at 10:00 am local lime and labeled.

Two (02) months

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministre in charge of Finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) or insurance company featuring on the list in Document II of this tender file of an amount of : 164,111811 FCFA.

NB: It is set al 2 % of the estimated antount, ail taxes inclusive, and with a 1-alidity period of ninety (90) days front the date the bids are opened.

Each bid drafted in Lnglish or French in seven (07) copies including one original and six (06) copies marked as such, should reach the Mayor's Office Limbe I Count-il on or before the 16/04/2021 at 10:00 am local lime and labeled.

The bids shah be opened in a single (01) phase on the 16/04/2021 at 11:00 am local time in the LIMBE I Conférence Hall, located at the Limbe I Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

: ELIMINATORY CRITERIA

Bids shah be rejected when:

1-    There's absence of Bid Bond

2-    There's any fake document, Faise declaration or forged document

3-    There's absence of quantified unit price

4-    Non compliance of Administrative documents 48 hours alter bid opening.

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating te the qualification of candidates will indicatively be on the foliowing:

NB: Non-respect of two (02) of the Qualification criteria .shall entai! rejection of the bid, which must not include item 2 above.

NB: The marking seule for offers by scoring of points is banned in favor of the binary method (Yes or No).

Bidders shall be bound by their bids for a vahdity period of 90 (ninety ) days with effect from the date of opening of bids_
