Within the framework of the execution of the 2021 state budget , the State of Cameroon represented by THE LORD MAYOR MUNDEMBA COUNCIL hereby launches an Open National Invitation to Tender BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A VIP TOILET WITH FOUR (04) ROOMS AT SAINT PAUL PARISH MUNDEMBA

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost aller preliminary studies is 8 488 929 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2021 financial year budgetary head: 55 27 351 01 641936 2243 821

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Mundemba Council not later than 22/04/2021 at 10am and should carry the inscription:

The maximum deadline provided by the Project Owner or Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Ewell bidder must inclûde in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of One hundred and seventy thousand (170 000) CFA Fand valid for thirty (30) days beyond the date of validity of bids

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be aider than three (03) months.
Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of' the hid without appeal.

The bids shall hc opened in a single (01) phase on the 22/04 /2021 at 11 am local lime by the Tenders Board of the Contracting Authority in the Conference Hall of Mundcmba Council. Only bidders may attend or their duly accredited rcpresentatives with Power of Attorney

Evaluation criteria

Main Eliminatory Criteria

A bid shall be rejected if:

• It is lacks bid bond;
• The technical score is less than the minimum required;
• It has any fake or forged document;
• It lacks any quantificd unit price;
• It curies any false information.
• It does not respect the model documents
• The bidder has antecedents ofabandoned or uncompleted projects.

Main Qualification criteria

The criteria for qualification of candidates should be on the following:

• Access ta credit or other financial sources (5 million francs at least)Yes / No
• References of similar jobs; Yes / No Availability of material and essential equipment Yes / No
• Experience of supervisory staff Yes/No
• Methodology  Yes/No
• Turnover as in business license above or equal to Smillion francs CFA Yes/No;
• Qualified personnel relevant to the job Yes/No.

Non-respect of two (02) of the ahove eriteria shall entail rejection of the bid.

The Contracting Authority shall award the contract te the bidder whose bid was jud_gcd essentially in conformity with the Tender File and who lias the required technical and financial capeities to execute the contract satisfactorily and whose bid was evaluated as the lowest by includin_g, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
