Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (7) copies, that is one (01) original and six (06) copies labeled as such. These shall be submitted in one external sealed envelope containing three (3) envelopes, that is, Envelope A: Administrative Documents, Envelope B: Technical file and Envelope G Financial file. The sealed external envelope shall bear no information about the company and shall reach the Private Secretariat of the Senior Divisional Officer for Bui not later than 25/04/2019 at 10 am local time and note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic. The sealed pack (outer envelope) shall bear the following inscriptions:

OPEN NATIONAL INVITATION TO TENDER N°01/ONIT/E26/BDTB/MINESEC/2019 OF THE 22/03/2019, FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS EACH AT GTC KINSEJAM: LOT 1 OR GBHS KIMBO: LOT2, IN BUI DIVISION, NORTH WEST REGION   (To be opened only during bids opening session)

submission of bids on 14/05/2019 at 10 am.

Bids shall be opened by the Divisional Tenders Board for Bui in a single phase on the 25/04/2019 at 11 am local time in the hall provided in the Divisional Office (Prefecture) Kumbo. Only bidders or their authorized representative shaving a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase of two stages where:-

a) Stage 1 shall involve:

 i) Opening and appraisal of validity, authenticity and completeness

ii) Opening of envelopes containing technical documents to appraise and evaluate technical proposals

NB: Any bids which shall not obtain 80% score in the technical evaluation shall simply be eliminated.

b) Stage II Opening of financial file to appraise proposed mount for the project.
