Within the framework of the Buea Council Investment Budget 2021, the Mayor of the Buea Council, Contracting Authority, hereby launches an Open National Invitation to tender by emergency procedure for the replacement of the roof at the new council New Council building
The works comprise the following: The works comprise the output of the preliminary studies, roofing and mctal work
The estimated cost aller preliminary studies is Fifteen Million (15 000 000) FCFA all taxes inclusive.
The work is in One (01) Lot as follows: Replacement of the roof at thee New Council building
Participation is open to duly legalized Cameroonian enterprises or Companies that fulfil the requirements of this invitation to tender.
Works which form the subject of this invitation to tender, shall be financed by Buea Council Investment Budget of the 2021 financial year, budget head 610-108
Interested eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Private Secretariat of the Mayor of the Buea Council Tel: 233 32 35 63.
The complete tender file may be obtained from the office of the Private Secretary to the Mayor of Buea Council as soon as this notice is published against a payment of a non-refundable sum of Twenty Six thousands (26.000) FCFA payable at the Buea Council Treasury
Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of Buea Council not later than 6th April 2021. at I0am and should carry the inscription:

REPLACEMENT OF THE ROOF AT THE NEW COUNCIL BUILDING
"To be opened only during the bid opening session".
The maximum execution deadline provided for by the Contracting Authority shall be as follows: Two (02) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate
banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of Three hundred Thousands (300,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids
Each bidder must include in his/her administrative documents a bid bond issued by a first rate
bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document I I of the tender file of an amount of: Three Hundred Thousand (300,000) FCFA with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the fast three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge Ife finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal
The bids shah! be opened in a single (01) phase on the16 th April 2021 at lla.m. local time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the .requirements of the Tender File will be declared inadmissible.
A. ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
- ·ee Absence of a document in the Administrative file;
- Non-conformity of an administrative file 48h alter the deadline prescribed by the regulation;
- Execution time greater than that prescribed in the Tender that is 3 months
- False statement or Falsified documents in the Tender Files;
v Omission in the financial offer of a quantified unit price
v Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;
v Technical marks less than 70%
- ·:• Absence of bid bond or false bid bond;
- Absence of attestation of site visit signed by the Mayor of the Buea Council

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shah' be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids
