Within the framework of the Public Investment Budget 2021, the Mayor of the Buea Council,
Contracting Authority, hereby launches an Open National Invitation to tender by emergency procedure for the Construction of a Block of two Classrooms at G.B.P.S Bonduma
The works comprise the following:
The works comprise the output of the preliminary studies, foundation works, face works, roofing, metal work, electricity, painting, landscape protection etc.
The estimated cost alter preliminary studies is Twenty Million (20 000 000) FCFA all taxes inclusive.
The work is in One (01) Lot as follows: Construction of a Block of Two Classroom at G.B.P.S Bonduma
Participation is 'open to duly legalized Cameroonian enterprises or Companies that fulfil the requirements of this invitation to tender.

The maximum execution deadline provided for by the Contracting Authority shah be as follows: Three (03) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate
banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of Four hundred Thousands (400,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids
Each bidder must include in his/her administrative documents a bid bond issued by a first rate
bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 11 of the tender file of an amount of: Four Hundred Thousand (400,000) FCFA with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation te Tender, within the last three months, otherwise they shah not be accepted.
Any bid net in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank.approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal
The bids shall be opened in a single (01) phase on the.....16/04/2021.................. at llam local time by the
Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power d'attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible.
A. ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
- ·3 Absence of a document in the Administrative file 48 hours alter opening;
v Non-conformity of an administrative file 48h alter the deadline prescribed by the regulation;
v Execution time greater than that prescribed in the Tender that is 3 months
v False statement or Falsified documents in the Tender Files;
v Omission in the financial offer of a quantified unit price
* Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

* Absence of attestation of site visit signed by the Mayor of the Buea Council

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
