Within the framework of the execution of the 2021 Public investment Budget, the Mayor of the Buea Council launches an open national invitation to tender for the Construction and Extension of Portable Water Supply at Nyangamelle
This involves the realization of the tasks outlined in the bills of
quantifies and cost estimates and elaborated in the special technical clauses comprising nota bly:
- WORK MOBILIZATION;
- CONSTRUCTION OF CATCHMENT;
- CONSTRUCTION OF STORAGE TANK;
- TREATMENT OF WATER
- PIPELINE WORKS;
- STAND TAPS WORKS;
The estimated cost after preliminary studies stand at Sixty four million Five hundred and fourteen thousand two hundred and fifty (64 514 250) FCFA all taxes inclusive
The works which are subject of this invitation to tender are grouped into a unique lot.
Participation is opened under the same conditions to all Cameroonian
Companies and business concerns that have proven experiences in the field of building construction and hydraulics/rural engineering in general and who are not in a period of suspension by the authority in charge of public contracts.

The maximum duration of execution provided for by the Contracting Authority shall be three (03) months, as from the date of notification of the service order to start work.
Each bidder must include in his/her administrative documents, a bid bond that respécts the models of this tender file, issued by a first-rate banking establishment approved by the Ministry in charge of finance, (see Iist in document No. 11 of this tender filet. of an amount as follows

Bid bonds for unsuccessful bidders shall be withdrawn not lofer Chan fifteen (15) days after the award of the contract and those of successful bidder shall be retained until the required performance guarantee for good execution is provided.
Any bid that does net respect the mode of separation of the financial, administrative and technical bids shall be rejected.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. Under penalty of being rejected, only originels or true copies certified by the issuing service or administrative authorities and must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be net older thon three (3) months before the latest date set for the opening of bids.
The opening of the bids in one phase shall be done on the 16/04/2021 at prompt in the Buea Council Tenders Board in the Buea Council
Chambers.
Only .bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.
The evaluation of bids shall be carried out in three stages:
- Ø Pt Stage : verification of the presence and conformity of each administrative document ;
- Ø 2nd Stage : Evaluation of the technical bids ;
- 3rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows:
14.1-Eliminatory criteria
Absence or insufficient bid bond;
Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;
Deadline of execution more than the prescribed;
False declaration or falsified;
Omission of a quantified tank on the bill of quantities and cost estimates Enterprise with an abandoned contract or uncompleted project Cobaye contractuel deadline without due justification) in the South west Region. Non satisfaction of at Ieast 75% of the main qualificatibn criteria
14.2. Main qualification criteria:
The criteria relating to the qualification of candidates could indicatively be on the following:
- Financial situation
- Experience of the enterprise
- Personnel to be mobilized
- Equipment put at the disposai of the project.
- Methodology/organization of the site
The contract shall be awarded to the bidder whose bid is in conformity with
the dispositions of the Tender File and on the basis of the lowest bid and technical quality in accordance with Article 33 of the public contracts code.
The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
