Contracting Authority, hereby launches an Open National Invitation to tender by cmergency procedure for The Construction of Women Empowerment Center in Buea Town

The works comprise the following:

The works comprise the output of the preliminary studies, foundation works, face works, roofing, metal work, electricity, painting, landscape protection etc.

The estimated colt after preliminary studies is Twenty nine Million nine hi, ndred and twenty eight thousand one hundred and seventy three (29 928 173) FCFA all es inclusive.

The work is in One (01) Lot as blows: The Construction of Women Empowerment Center in Buea Town

Participation is open to duly legalized Cameroonian enterprises or Companies that fulfil the requirements of this invitation to tender.

Works which form the subject of this invitation to tender, shall be fmanced by Public Investment Budget of the 2021 financial year, budget head

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Three (03) months

Each bidder must include in his/her administrative documents a bid bond issued by a first rate

bank approved by the Ministry in char_ge of finance and reco_gnized by C013/1 C ₍Commission Bancaire pour l'Afri_que Centrale) featurin_g on the list in Document 11 of the tender file of an amount of Five hundred and ninety eight thousand five hundred and sixty three (598.6.3) Francs CFA with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the re_quired administrative documents must hc imperatively produced as ori_ginal documents or photocopies certified as authentic by the issuin_g authu-ity, in accordance with the Special Re_gulations of the Invitation to Tender, within the last three months. otherwise they shah not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in char_ge of finance or its non-compliance with the mode! documents of the tender file shah lead to outri_ght rejection of the bid without any possibility of appeal.

A. ELIMINATORY CRITERIA

The eliminatory criteria are identified as follows:

v  Absence of a document in the Administrative file;

v  Non-conformity of an administrative file 48h alter the deadline prescribcd by the regulation;

v  Execution time greater than that prescribed in the Tender that is 3 months

v  False statement or Falsificd documents in the Tender Files;

v  Omission in the financial offer of a quantified unit price

v  Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

v  Technical marks less than 70%

v  Absence of bid bond or false bid bond;

• ·:• Absence of attestation of site visit signed by the Mayor of the Buea Council

B. ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates could indicativcly bc the following:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.

The contract shall be awarded to the bidder with the least financial offer hiiving the technical and administrative files which are in conformity with the tender document/file. '•

Bidders shah be bound by their bids for a period of ninety (90) days with cffect from the date of opening of bids.
