Within the framework of Buea Council Investment Budget 2021, the Mayor of Buea

Council, Contracting Authority, hereby launches an Open National Invitation to Tender for: The Purchase and Supply of an Official Service Vehicle for the Mayor Buea Council

The supplies comprise notably: supply of Toyota Landcruiser Prado TX.L 2020 vehicles, handling and acceptance.

59,700,000 (Fifty-aine million seven hundred thousand) FCFA, all taxes inclusive

The supply is in One (1) Lot as follows

Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender.

Wo^.rks which form the subject of this invitation to tender, shah be financed by Buea Council Investment Budget of the 2021 financial year, budget head

The file may be consulted during working hours at the office of the l'rivate Secretary to the Mayor of Buea Council, Tel: 233 32 35 63 from the date of publication of this notice.

The file may be obtained from the office of the Private Secretary to the Mayor of

Buea Council as soon as this notice is published against a payment of a non refundable sum of Seventy rive thousand (75.000) FCFA payable at the Buea Council Treasury.

The maximum execution deadline provided for by the Contracting Authority shah be as follows

Each bidder must include in his/her administrative documents a bid bond issued by a first rate

bank approved by the Ministry in charge of finance and recognized by COUAC (Commission Bancaire pour l'Afrique Centrale) featuring on the Iist in Document 11 aille tender file of an amount of: One Million and One hundred and Ninety four Thousand (1,194,000) Francs CFA with a validity period of ninety (90) days from the date the hids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shah not be accepted.

- Any bid not in compliance with the specifications of this tender notice and file shah be
declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliaiice with the model documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal.

Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file.

Eliminatory criteria

They refer especially to:

v  Non-conformity of an administrative file 48h after the deadlinc prescribed by the

regulation;

v  Execution time greater than that prescribed in the Tender that is 3 months

v  False statement or Falsified documents in the Tender Files;

v  Omission in the financial offer of a quantified unit price

v  Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

v  Technical marks less than 70%

v  Absence of bid bond or false bid bond;

The non-respect of these criteria leads to the rejection of the bid made by the bidder.

(ii) Essential criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

The non-respect of X number of criteria (X being above or equal to 2) shall cause the elimination of the bid.

The contract shall be awarded to the bidder with the least evaluatcd financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders will remain committed to their bids for Ninety (90) days from the deadline set for the submission of tenders.
